At the Dialogue, businesses proposed to leaders of the Industry and Trade sector issues such as: origin of goods, trade defense, trade promotion, tax policy... Specifically, the representative of LS Metal Vina Co., Ltd. (Dinh Vu - Cat Hai Economic Zone) said that on September 25, 2020, the Indian Trade Defense Department (DGTR) announced the opening of an investigation with code CVD-08/2020 on anti-tax duties. Subsidies for copper tube products originating from Malaysia, Thailand and Vietnam entering the Indian market. The investigation period is from April 1, 2019 to March 31, 2020. According to investigation conclusion No. 04/10/2020-DGTR of the Indian Trade Defense Agency, LS Metal Vina Co., Ltd. is subject to a tax rate of 14.76% for copper pipe products exported to the Indian market. LS Metal Vina Company has proposed and requested the help of the Ministry of Industry and Trade to contact and work with the Indian Government in promoting the early conclusion of the NSR investigation and amending a number of articles in the law to be consistent with commitments when joining the WTO. The business side also wants this matter to be resolved soonto be able to safely produce and export to the Indian market.
Communicating on this issue, the leader of the city's Department of Industry and Trade said that the Department of Trade Defense of the Ministry of Industry and Trade informed that the fact that Indian law does not stipulate the review of new exporters in anti-subsidy investigation cases is a rare thing encountered for the first time. Normally, when conducting an anti-subsidy tax investigation against a Vietnamese enterprise, through the Ministry of Industry and Trade, the investigation side will investigate whether the enterprise receives any specific subsidies/benefits from the Government. However, up to now, the Department of Industry and Trade has not received this request from the Ministry of Industry and Trade. Taking advantage of the dialogue, leaders of the Department of Industry and Trade also recommended that the business community when participating in international economic integration need to accept the constraints ofExtremely harsh principles from the World Trade Organization (WTO), from Trade Agreements (FTAs), ... to avoid unfortunate risks that may occur.

Businesses also requested that the Department of Industry and Trade regularly organize knowledge dissemination programs about FTAs that Vietnam has participated in as well as FTAs that Vietnam is preparing to join; Provide guidance on the rules of origin of FTAs so that businesses can proactively adapt and take advantage of incentives from these FTAs. In addition, there is an opinion that it is necessary to improve the form of paying fees into a single specific account number, similar to paying taxes on a customs declaration with clearly defined amounts and items; For large businesses with a large number of c/o issuances every day, it is necessary to have a mechanism to support fee payment with less frequency: 1 time/month or 1 time/week...
Regarding the request of small-scale businesses that are currently having difficulty finding orders, the Department of Industry and Trade is requested to assist in finding customers through trade promotion programs. Leaders of the Department of Industry and Trade said that recently, corporations and businesses from countries in Europe and North America have come to understand business cooperation opportunities with businesses in Hai Phong city quite often, in many fields. This partly shows the attraction of the city in the process of international economic integration.
