The Prime Minister requires transparency and publicization of investment costs for BOT projects, determining fee levels and fee collection periods under the BOT form.
In the recently issued Resolution of the regular Government meeting in April 2016, Prime Minister Nguyen Xuan Phuc directed the need to overcome losses and waste and improve project quality.
Accordingly, the Prime Minister assigned the Ministry of Construction to preside over and coordinate with ministries and agencies to review and unify technical regulations, standards, and construction norms; Direct and guide localities to review construction unit prices. Strictly control the construction investment process, overcome losses and waste, improve project quality and project safety. Continue to decentralize appropriate authorization in the appraisal, verification of estimates, and design of construction investment projects. Continue to implement solutions to remove difficulties, accelerate the implementation of public investment projects and develop the real estate market, ensuring transparent, open, safe development and meeting social needs. Report to the Prime Minister on the implementation of housing development support programsaccording to the Prime Minister's Decision and propose solutions to continue effective implementation.
The Ministry of Transport coordinates with the Ministry of Public Security and localities to strengthen direction and implementation of solutionsensure traffic order and safety, especially the management of passenger transport vehicles; inspect, patrol mobile, strictly handle violations of traffic order and safety. Diversify and synchronously develop modes of transport. Complete mechanisms and policies to improve the efficiency of management, exploitation and maintenance of traffic infrastructure. Review, evaluate, be transparent and publicize investment costs of BOT projects, determine fee levels and fee collection periods in the BOT form. Actively deploy projects in the form of PPP.
