On the morning of December 15, the Government's working delegation led by comrade Nguyen Hoa Binh, Politburo member, Permanent Deputy Prime Minister, worked with Hai Phong city on the situation of production and business, public investment, import and export, infrastructure construction, social housing, national target programs and the implementation of local government at 02 levels.
City leaders received and worked with the delegation including comrades: Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation; Le Ngoc Chau, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee and other standing comrades of the City Party Committee.

At the meeting, Chairman of the City People's Committee Le Ngoc Chau reported summarizing the socio-economic situation, public investment and implementation of 2-level local government in 2025. Accordingly, the city achieved an estimated GRDP growth rate of 11.81%, ranking second nationwide. Total State budget revenue is estimated to reach over 187 trillion VND, with the highlight being that domestic revenue is estimated to reach 100 trillion VND for the first time, an increase of 30.8% compared to 2024. Regarding public investment, the city ranks first in the country in terms of disbursement rate compared to the local plan assigned, with over 32,500 billion VND disbursed. The two-level local government model operates stably, the city has cut the time to handle 89.7% of administrative procedures by at least 50%, ranking 2/34 in terms of administrative reform. The city also hasStarting construction of large projects such as Tan Trao Industrial Park and Hai Phong LNG Gas Thermal Power Plant (178 trillion VND), the Chairman of the City People's Committee also proposed that the Government add about 40 trillion VND of central budget capital for the period 2026-2030 for regional transport projects. At the same time, it is recommended to pilot offshore wind power development, increase commune-level specialized departments, and remove long-standing problems for 02 tourism projects in Do Son.

Deputy Prime Minister Nguyen Hoa Binh highly appreciated Hai Phong's impressive socio-economic development results, notably the high GRDP growth rate and record domestic revenue; At the same time, he affirmed that Hai Phong is the leading locality in the country in effectively implementing Resolution No. 226 of the National Assembly on specific mechanisms and policies.
The Deputy Prime Minister requested the city to continue to maintain effective disbursement of public investment capital, focus on planning, and soon complete transport routes with regional links; At the same time, we agreed and supported recommendations on offshore wind power development, green energy conversion and promoting technology application in management and administration. Regarding the two-level local government model, the Deputy Prime Minister noted the city's proposal and requested to research and develop a plan to increase staffing and specialized departments for commune and ward levels, ensuring to meet task requirements in the new period.

Comrade City Party Secretary Le Tien Chau respectfully thanked and seriously accepted all the instructions of the Deputy Prime Minister, committed to bringing the city to rapid and sustainable development. Hai Phong City sets a GRDP target of 13% or more for the period 2026-2030, and recommends 3 important principles: request the Government to allow Hai Phong to approach proposals in the spirit of tectonic development, to both organize and implement and learn from experience; The Government applies the "Green Channel" mechanism (connected, parallel, shortened) in directing projects of national strategic significance to maintain the growth rate of the whole economy; and request the Government to prioritize the arrangement and regulation of medium-term resources for strategic infrastructure projects in Hai Phong.
