Develop telecommunications and information technology to become the city's key economic, technical and service sector

(Haiphong.gov.vn) – Building Hai Phong into a strong city in telecommunications and information technology; Effective application in the fields of economy - society, security - defense, focusing on advantageous industries and fields of the city, contributing to making Hai Phong a smart, modern city with products and services, high competitiveness... This is the goal of the Plan to implement Conclusion No. 37-KL/TU dated February 21, 2019 of the Standing Committee of the City Party Committee on the preliminary review of 5 years of implementing Resolution No. 10 - NQ/TU dated December 27, 2013 of the Standing Committee of the City Party Committee on telecommunications and information technology development of Hai Phong city until 2020 issued by the City People's Committee.

Accordingly, the City People's Committee proposed 7 key tasks and solutions, focusing on: Innovating propaganda work, raising awareness and strengthening the Party's leadership in the application and development of telecommunications and IT; innovate policy mechanisms; Promote research and improve the quality of telecommunications and IT human resources; develop IT applications, gradually build and form electronic government and smart cities; construction and development of telecommunications and IT infrastructure; diversify capital sources and strengthen cooperation with domestic and foreign localities, international organizations, and multinational companies.

Strive by 2020, the fixed broadband internet subscription rate will reach 17 subscribers/100 people and mobile broadband will reach 35-40 subscribers/100 people; The rate of people using the internet reached 75%; providing free wireless internet in the city center, tourist areas and some public places; Underground information cables in urban areas, concentrated residential areas, district centers and industrial zones and clusters.

Regarding IT applications, by 2020 information on operating instructions from state agencies from cities to communes, wards and towns will be posted to the Electronic Information Portal system regularly, promptly, completely and accurately; 100% of documents under the management of state agencies are digitized and exchanged and circulated in the network environment (except confidential documents); 100% of administrative procedures with a high rate of generating documents have built level 3 online public administrative services; 100% of businesses carry out reports, statistics, tax declaration, register and receive business licenses, receive certificates online... Hai Phong must become a strong locality in the information technology industry in the Northern key economic region, produce software and digital content in the Northern region, and have exported software products.
