(Haiphong.gov.vn) – Strive for 20% of the number of people and businesses to participate in the e-Government information system to have their electronic identities authenticated smoothly and unified across all information systems of city government levels; Shorten meeting time by 30% - 50%, minimize the use of paper documents through the Information System for meetings and work processing, electronic office... That is one of the main targets set out in the Plan to implement Resolution No. 17/NQ-CP dated March 7, 2019 of the Government on a number of key tasks and solutions for e-Government development in the 2019 - 2020 period, orientation to 2025 recently issued by the City People's Committee.
Accordingly, in the period 2019 - 2020, the ratio of dossiers resolved online to the total number of dossiers resolved with administrative procedures of each Department, branch and locality must reach 20% or more; At the same time, integrating 30% of level 3 and 4 online public services of departments, branches and localities with the National Public Service Portal; 100% of administrative procedures settlement documents are processed through the city's electronic one-stop information system.
By the period 2021 - 2025, the Electronic One-Stop System and the City's Online Public Services will be connected and share data with the National Public Service Portal; 80% of administrative procedures meet the requirements to deploy online public services at level 3.4; At least 90% of people and businesses are satisfied with the resolution of administrative procedures...
In this Plan, the City People's Committee sets out 6 main tasks and solutions, focusing on building and perfecting institutions to create a full and comprehensive legal basis for the implementation, construction and development of the city's e-Government; building a technology platform; Developing e-Government ensures close connection between IT applications and administrative reform, innovating work practices and methods to serve people and businesses; Building e-Government closely linked with ensuring information security, network security, national security, and personal information protection; Mobilize resources to prioritize building e-Government and establish a mechanism to ensure implementation.
The City People's Committee requires that the implementation of the Plan to implement Resolution No. 17/NQ-CP must create high consensus and consensus among agencies, units, localities, organizations and individuals in the city. Deploy synchronously, especially breakthrough, urgent and central content to build and develop the city's e-Government towards the goal of building a smart city.
