Resolution No. 68-NQ/TW has contributed to creating momentum and creating a foundation to promote the development of the private economy
The announcement stated: In 2025, our country's economy and society will achieve many important and comprehensive results in all fields, including the important contribution of implementing Resolution No. 68-NQ/TW of the Politburo (Resolution No. 68-NQ/TW) on private economic development, especially the contribution of the business community and entrepreneurs in implementing Resolution No. 68-NQ/TW. The results achieved in implementing Resolution No. 68-NQ/TW recently have contributed to creating momentum, creating force, and creating a foundation to promote the private economy to develop in accordance with the goals and orientations of the Resolution; Strengthen and consolidate the confidence of businesses, entrepreneurs and the whole society in private economic development.
On behalf of the Government, the Prime Minister praised, acknowledged, appreciated and thanked the efforts and important contributions of businesses and entrepreneurs in the private economic sector to the development of the country over the past time.
Results achieved in implementing Resolution No. 68-NQ/TW in 2025:
– Raising awareness of the position and role of the private economy in the development of a socialist-oriented market economy has seen a clear change, affirming the correctness of Resolution No. 68-NQ/CP, clearly defining the role of the private economy as the most important driving force of the national economy.
– Completing a relatively complete legal framework, promoting private economic development. In particular, the Government has submitted to the National Assembly to promulgate 15 laws and 01 National Assembly Resolution; issued hundreds of Decrees in fields related to private economic sector development.
– Developing synchronous and modern infrastructure. In 2025, we will focus on starting and inaugurating 564 works and projects to celebrate major holidays and the 14th National Congress of the Party with a total investment of over 5.14 million billion VND, of which private capital contributed 3.84 million billion VND (accounting for 74.6%).
– Cut down administrative procedures, improve the business investment environment; Accordingly, the number of administrative procedures, administrative procedure processing time and compliance costs have been reduced by over 30%, exceeding the set target. Improve opportunities to access capital, land, production and business premises... for businesses.
– Build and put into operation the National Law Portal to receive and listen to opinions and reflect problems of people and businesses.
– The development of the business community is increasingly evident; By the end of 2025, the country will have over 1 million operating businesses.
– Socio-political organizations and associations have actively accompanied the Government in implementing solutions to promote private economic development.
– The private economic sector has actively contributed to social security through participating in programs and movements such as: Emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025", "Quang Trung Campaign" on new construction and repair of houses for households that collapsed, swept away, and were severely damaged by storms and floods in the Central and Central Highlands regions, and social housing development in localities. method…
– Strengthen businesses' confidence in the Party, the State and the country's development.
Besides the results achieved, the implementation of Resolution No. 68-NQ/TW still has some limitations and difficulties such as: (i) There are still some tasks that have not been completed on time; (ii) The investment and business environment still has many barriers and obstacles that need to continue to be removed, administrative procedures in some areas are still complicated, petty corruption and causing difficulties for businesses still persist; (iii) Equal access to resources such as credit capital and land for small and medium-sized enterprises and business households is still difficult; (iv) The competitiveness, technology, and management of most domestic private sector enterprises are still limited...
The limitations and difficulties mentioned above have both objective and subjective causes, of which the main subjective cause is because officials and civil servants are not really proactive and active in their work or have limited capacity and responsibility; not promptly adapted to the two-level local government model; Digital transformation in businesses is still limited; Business support resources need more investment.
Lessons learned are: (i) Firmly grasp the situation related to businesses and entrepreneurs to have a timely, appropriate, and effective response to State policies to develop the private economy; (ii) Heads of agencies, units, and localities need to pay attention to leadership, direction, invest efforts, and consider the development of the private economy as the development of themselves, their agencies, units, and localities; (iii) Harmoniously, reasonably and effectively combine the power of the State and private sector, the power of the nation and the times, at home and abroad.
The private economy strives for double-digit growth
The Prime Minister set a goal that in the coming time, the private economic sector must grow by 2 digits to realize the country's goal of 2-digit economic growth, rapid and sustainable development, building a rich, strong, civilized, prosperous and happy country.
The motto is "The constructive state, pioneering enterprises, public and private cooperation, developed country, happy people". "Enterprises are the center, infrastructure is the foundation, institutions are the driving force." “Don't waste a day; don't delay a week; don't miss an opportunity in a month; don't be passive in a year.”
The Prime Minister affirmed that the general task in the coming time is to continue to effectively implement Resolution No. 68-NQ/TW in association with the implementation of the Resolution of the 14th Party Congress and breakthrough resolutions of the Politburo; implementing "5 digitization": digitalization, greenization, resource optimization, management intelligence and harmonization of benefits of the State, people and businesses. Specifically:
For the State,implement "5 things": (i) Open institutions and procedures to reduce compliance costs for businesses; (ii) Synchronous and seamless infrastructure to reduce input costs and increase competitiveness; (iii) People and smart management to contribute to increasing labor productivity; (iv) Resources for private enterprises must be cleared, helping businesses have equal access to resources and encouraging private resources; (v) Difficulties and problems of businesses must be shared and understood to have appropriate and effective policies.
Research and develop a mechanism to assign tasks, assign big tasks, difficult tasks, and breakthrough tasks to private sector enterprises, demonstrating trust, responsibility, and creation of development. Drastically and effectively handle long-standing backlogged projects. Using public investment to lead private investment, activating the mobilization of all social resources for national development.
For businesses, implement the "5 pioneers": (i) Pioneer in innovation, science and technology development, digital transformation, green transformation, and economic structural transformation; (ii) Pioneering in human resource training, creating jobs and livelihoods for people and providing social security; (iii) Pioneer in building institutions, mechanisms, policies and serious law enforcement; (iv) Pioneering in building culture and humanity in business activities; (v) Pioneering in contributing and mobilizing all resources for national development and strengthening public-private cooperation.
Ministries, agencies, and localities according to assigned functions and tasks, focus on implementing the following tasks:
The Ministry of Finance comprehensively reviews legal regulations related to business activities of the private economic sector to fully institutionalize the Party's policy on private economic development; Upgrade and complete the system for monitoring and evaluating the implementation of Resolution No. 68-NQ/TW to ensure effective and smooth implementation, with accurate, sufficient, clean and live data.
The Ministry of Public Security reviews and proposes amendments to the Law on Handling of Administrative Violations and guiding documents to fully institutionalize the Politburo's policy on private economic development.
The Ministry of Industry and Trade evaluates the development of the domestic market and the Campaign "Vietnamese people prioritize using Vietnamese goods" to have effective mechanisms and policies to stimulate domestic consumption; Urgently submit the Go Global project to reach the international market in February 2026.
Strengthen the connection of domestic and foreign departments of the Ministry of Industry and Trade, improve the operational efficiency of the trade system, and promote solutions to diversify markets, products, and supply chains.
The Ministry of Justice performs the task of controlling administrative procedures, ensuring that next year's administrative procedures are more favorable than the previous year.
The Ministry of Agriculture and Environment researches to simplify environmental procedures in the direction of decentralizing environmental management to localities; The Ministry of Agriculture and Environment focuses on performing state management tasks (building mechanisms, policies, laws, standards, regulations... and strengthening inspection and supervision). Determine appropriate land prices in the spirit of harmonizing interests between the State, people and businesses.
Urgently submit to the Prime Minister a Decision to promulgate criteria for identifying green, circular projects, applying the environmental, social, and governance (ESG) standards framework in February 2026, without further delay.
The Ministry of Home Affairs reviews and proposes to amend the Law on Emulation and Commendation accordingly, expanding forms of honor for typical businesses/entrepreneurs; Carry out quarterly honors to replicate advanced examples.
The State Bank of Vietnam operates monetary policy proactively, flexibly, promptly, and effectively, without "shocking" or "shocking" operations for businesses; Deploy appropriate preferential support policies for businesses to develop production and business, especially small and medium-sized enterprises.
Ministries, branches and localities need to continue to promote administrative procedure reform, striving to cut at least 30% next year compared to the previous year; enhance digital transformation, build the database "True - Sufficient - Clean - Live - Unified - Shared"; Organize drastic, timely and effective implementation of promulgated policies, strengthen inspection, urge and remove arising difficulties; Proactively perform according to assigned functions, tasks, and authority, promptly report to competent authorities on issues beyond authority, with the goal of promoting breakthrough development of the private economy, truly promoting its role as the most important driving force of the national economy.
