(Haiphong.gov.vn) - Continuing the program of the 18th meeting of the City People's Council, term XVI, term 2021 - 2026, on the morning of July 18, under the chairmanship of Vice Chairman of the City People's Council Bui Duc Quang, the meeting listened to Proposals submitted by the City People's Committee.

On behalf of the City People's Committee, Vice Chairman of the City People's Committee Le Khac Nam presented the City People's Committee's Proposals on: Investment policy of the Investment Project to build the Department of Emergency Medicine, Intensive Care - Poison Control - Outpatient Department of Vinh Bao District General Hospital; Investment policy of Thuy Nguyen District General Hospital investment and expansion project; Investment policy Investment project to build a medical examination and inter-specialty area under Tien Lang District Medical Center; Investment policy Investment project to build public service house, cafeteria, 2-storey infection control house at Bach Long Vi Military and Civilian Medical Center; Policy of investing in infrastructure construction investment projects to serve investment projects to renovate old apartments in Van My ward, Ngo Quyen district, Hai Phong city;Investment policy in the project to expand Ly Thai To route and urban embellishment of Do Son Area I.
Along with that are the City People's Committee's reports on: Tuition fees for the 2024 - 2025 school year for public preschool and general education establishments in the city; Policy to support training of some occupations in Hai Phong city; Regulating a number of policies to support drug addiction treatment at public drug addiction treatment facilities in the city; Amending and supplementing a number of articles of Resolution No. 11/2022/NQ-HDND dated December 9, 2022 stipulating policies to support health insurance contributions for social groups in Hai Phong city; Fees, collection, payment, management and use of fees to visit scenic spots in Hai Phong city.

On behalf of the City People's Committee, Standing Vice Chairman of the City People's Committee Le Anh Quan presented the City People's Committee's Proposals on: Policies to support those who streamline payroll, those who voluntarily leave work before age at agencies, organizations, and units in Hai Phong city; Regulating the content and level of expenditure for dissemination and legal education, legal access standards and conciliation at the grassroots level in Hai Phong city; Amending and supplementing a number of Articles of Resolution No. 15/2023/NQ-HDND dated December 8, 2023 of the City People's Council regulating titles and allowance levels for part-time workers at the commune level, in villages and residential groups; monthly support levels for people directly participating in activities in villages and residential groups and operating expenses of cMain social organizations at commune level in Hai Phong city; Supplementing the number of people working and labor contracts receiving salaries from the state budget to arrange the organizational structure of public service units in 2024; Regulations on criteria for establishing a security and order protection group; Criteria for the number of members of the Security and Order Protection Team; Support spending levels for forces participating in protecting security and order at the grassroots level in Hai Phong city.

On behalf of the City People's Committee, Vice Chairman of the City People's Committee Nguyen Duc Tho presented the City People's Committee's Proposals on: Adjusting and supplementing the city's public investment plan in 2024; Expected City Public Investment Plan 2025; Adjust and supplement the list of investment projects requiring land recovery; State budget capital expected to be allocated for compensation and site clearance in the city in 2024; Supplementing the list of projects and works to change the use purpose of rice cultivation land, protective forest land, and special-use forests in the city in 2024; Change the purpose of using land for wet rice cultivation from 02 crops or more with a scale of 10 hectares to less than 500 hectares to implement investment projects in the city.
Along with that are the City People's Committee's reports on: Giving opinions on the number of pickup trucks and 12-16-seat cars serving general work to perform specific tasks of agencies and units under the city's management; Exemption and reduction of a number of fees and charges under the authority of the City People's Council in Hai Phong city related to the conversion of documents of individuals, organizations and businesses due to changes in the boundaries and names of district and commune-level administrative units; Funding support for the project to renovate and expand the headquarters of the People's Court of Hai Phong city.

On behalf of the City People's Committee, Vice Chairman of the City People's Committee Hoang Minh Cuong presented the City People's Committee's Proposals on: Adjusting the investment policy of the Program to build flower gardens and green trees in the districts in the period of 2021 - 2025; Adjusting the investment policy of the construction investment project of the City Political - Administrative Center, traffic system and synchronous technical infrastructure system in the North Cam River Urban Area; Adjusting the investment policy for the construction investment project of the City Convention - Performance Center and synchronous technical infrastructure system in the North Cam River Urban Area; Adjusting the investment policy of the project to build a traffic backbone connecting Dinh Vu Industrial Park with Nam Industrial ParkDinh Vu (phase 2); Permanently stop the investment policy of the investment project to build the left Cam River dike line from Km25+000 to Km31+741 in Thuy Nguyen district.

In the morning session, the meeting discussed personnel work under the authority of the City People's Council. Accordingly, the City People's Council delegates voted to resign from the duties of delegates to the 16th City People's Council, term 2021 - 2026, for 02 delegates including: Cao Xuan Lien, former member of the Standing Committee of the City Party Committee, former Chairman of the city's Vietnam Fatherland Front Committee due to retirement; Ha Van Truong, former Director of Hai Phong City Tax Department due to transfer.
