Accordingly, the growth rate of gross regional product (GRDP) in 2024 is estimated to reach 11.01%, ranking third in the country, the 10th consecutive year of maintaining double-digit growth. The economic scale is increasingly expanding, marking the first year the city entered the group of 5 provinces and cities with the largest economic scale in the country (including Ho Chi Minh City, Hanoi, Binh Duong, Dong Nai, Hai Phong). Many major socio-economic targets were completed earlier than expected, exceeding the set plan, and the people's material and spiritual lives continued to improve.
Specifically, the total product in the city is estimated at 288,492 billion VND (2010 comparative price), an increase of 11.01% compared to the previous year (planned increase of 11.50% - 12%).
The industrial and construction and industrial production sectors continue to make important contributions to the city's GRDP. The industry shows a clear recovery trend and development in the coming time. The added value of the entire industrial sector in 2024 increases by 14.02% compared to the previous year (first quarter increased by 12.9%; second quarter increased by 16.49%; third quarter increased by 11.59%, fourth quarter increased by 15.1%), contributing 7.1 percentage points to the overall growth rate.
The processing and manufacturing industry accounts for 45.12% of GRDP, continuing to be the growth engine of the city's economy with an increase rate of 14.84%, contributing 7.1 percentage points. Among them, a number of key industries achieved high growth rates such as the production of electronic products, computers and optical products increased by 14%, contributing 3.53 percentage points; Motor vehicle production increased by 70.9%, contributing 2.43 percentage points; Electrical equipment production increased by 21.27%, contributing 0.47 percentage points.

The scale of GRDP (at current prices) in 2024 is estimated to reach 445,995 billion VND (equivalent to 18,362.8 million USD), ranking 5th in the country. The economic structure by regions is as follows: Agriculture - forestry - fisheries sector accounts for 3.15%, industry - construction accounts for 53.08%, trade - services accounts for 38.52%.
Total state budget revenue in the city in 2024 is estimated to reach 118,255.3 billion VND, equal to 120.86% of the estimate assigned by the Central Government, equal to 110.77% of the estimate assigned by the City People's Council. Of which, domestic revenue reached 50,068 billion VND, equal to 133.23% of the estimate assigned by the Central Government, equal to 111.26% of the estimate assigned by the City People's Council. Revenue from import and export activities reached 67,046.3 billion VND, equal to 114.02% of the estimate assigned by the Central Government, equal to 111.74% of the estimate assigned by the City People's Council.
The total local budget expenditure in 2024 is estimated to reach 39,407.7 billion VND, reaching 120.18% of the estimate assigned by the Central Government, reaching 99.09% of the estimate assigned by the City People's Council. Of which, development investment expenditure reached 18,912.6 billion VND, reaching 116.29% of the estimate assigned by the Central Government, reaching 99.3% of the estimate assigned by the City People's Council; Regular expenditure reached 16,076.2 billion VND, reaching 108% of the estimate assigned by the Central Government, reaching 100% of the estimate assigned by the City People's Council.
Investment capital in the city in 2024 is estimated to reach 211,481 billion VND, an increase of 10.09% compared to the previous year. Including, state sector capital reached 29,351 billion VND, accounting for 13.88% of total capital and decreased by 0.55%; The non-state sector reached 72,841.7 billion VND, accounting for 34.44% and increasing by 20.42%; The area with foreign direct investment reached 109,288.3 billion VND, accounting for 51.68% and increasing by 7.04%.
As of December 31, 2024, Hai Phong attracted FDI of more than 4.9 billion USD. Of which, newly registered capital includes 126 projects, reaching 757.43 million USD; Adjusted registered capital has 72 projects with an increased capital of more than 3.724 billion USD. Accumulated, Hai Phong has 1,020 valid projects with a total investment capital of 33.8 billion USD. The proportion of projects in the fields of high technology, processing, manufacturing, and logistics invested in industrial parks and economic zones in the city reached over 77%.

The city's entire industrial production development index (IIP) in 2024 is estimated to increase by 15.43% compared to the previous year. In industrial production, the manufacturing and processing industry plays a supporting role, accounting for the highest weight (over 90% of added value), mainly determining the growth rate of the entire industry.
In 2024, the trade and service sector will achieve many positive results. Production, business, trade and service units continue to effectively exploit the purchasing power of the market, many solutions to promote trade, stimulate consumption and tourism are increasingly deployed.
Total retail sales of goods and service revenue increased by 13.58%. The total number of visitors served by the city's accommodation and travel establishments in 2024 is estimated to reach 9.103 million, an increase of 14.52%, of which international visitors are estimated to reach 987,800, an increase of 1.22% compared to the previous year. Total export turnover increased by 19.91%. Revenue from transportation and support services increased by 12.81% compared to the previous year.
