On the afternoon of January 25, 2024, the City's Steering Committee for National Target Programs (National Targets) and Sustainable Development (SDG) held a meeting to summarize the implementation of the National Target Program to build new rural areas in the city in 2023; Deploy plans and tasks for building new rural areas in 2024.
According to the report of the New Rural Construction Coordination Office (NTM), in 2023, 02 districts of Vinh Bao and An Lao will be recognized by the Prime Minister as meeting NTM district standards, in the period 2021 - 2025, bringing the total number of districts of the city recognized to meet NTM standards to 07 districts. Previously, there were 05 districts with workers meeting NTM standards, in the period 2016 - 2020. By the end of 2023, the City People's Committee issued a Decision to recognize communes meeting advanced NTM standards for 30 communes, bringing the total number of communes meeting advanced NTM standards to 75/137 communes, reaching 55%. At the same time, 25 communes were recognized to meet model NTM standards, bringing the total number of communes meeting model NTM standards to 47/137 communes, reaching 34%...
In addition to those results, according to the assessment of the Office for Coordinating the Construction of Model NTMs, the progress of building model NTM projects in localities is still slow, due to the large volume of work, the implementation involves many procedures such as planning adjustments, Model NTM commune construction projects, approval of architectural support plans, implementation of site clearance work... Along with that, according to the current NTM Criteria Set, there are many indicators and criteria. It is difficult to influence the issuance of guidelines for implementation of criteria by Departments and branches; After being completed, some model NTM roads are not guaranteed to meet the criteria's requirements; The progress of payment and settlement of completed projects to hand over works and put them into use is still slow...
Speaking at the meeting, Mr. Nguyen Duc Tho, Vice Chairman of the City People's Committee. Hai Phong, Deputy Head of the Steering Committee for National Target Programs and Sustainable Development of the city stated clearly that to overcome the shortcomings of the previous year, in 2024 continue to complete 35 communes, focusing on completing documents to start construction on 13 model NTM communes; strive to have 50 more communes meet advanced rural standards and 35 communes meet model rural standards.
Vice Chairman of the City People's Committee. Hai Phong assigned the Department of Natural Resources and Environment to preside over and coordinate with the People's Committees of districts to accelerate the implementation progress of adjusting, renewing, and re-issuing land use rights certificates to households donating land to build model NTM projects in 8 pilot communes. The Vice Chairman requested localities to proactively review each criterion and basically complete the criteria for advanced NTM districts; Bach Long Vi district must basically complete the criteria for NTM district according to the set of specific criteria, and prepare documents to send to the Ministry of Agriculture and Rural Development for appraisal.
Previously, the Appraisal Council for reviewing and recognizing communes meeting advanced NTM standards (phase 4), model NTM standards (phase 3) in 2023 also met and voted to recognize 9 more communes meeting advanced NTM standards, 1 commune meeting model NTM standards with an absolute vote of confidence, reaching 100%.
Accordingly, 9 communes meet advanced rural standards, including: Thien Huong commune (Thuy Nguyen district); An Tho, My Duc, An Thai communes (An Lao district); Huu Bang and Doan Xa communes (Kien Thuy district); Viet Hai commune (Cat Hai district); Tan Tien and Dai Ban communes (An Duong district). 01 model NTM commune is An Hong commune (An Duong district).
