The city has issued Certificates of business registration for new establishments and changes online, accounting for 79.39% of the documents; The rate of businesses submitting electronic tax declarations reached 100%. Enterprises pay taxes electronically at 99.54%; processed electronic value-added tax refunds for 236 applications (accounting for 93.3% of the total number of tax refund applications); Electronic customs declaration reached 99.99%; 100% of businesses use digital signatures in tax declaration and electronic customs.

In 2019, the time to resolve investment procedures was shortened, on average reduced by 25 - 30% compared to regulations; The time for granting construction permits, granting certificates of land use rights, ownership of houses and other assets attached to land and related procedures has been reduced from 33% to 50% of the time. Up to now, the whole city has had 9,687/9,863 units and businesses declaring and paying social insurance, health insurance, and unemployment insurance through electronic transactions, reaching 98.22%, 8.22% higher than the target.

The Department of Industry and Trade has reviewed and reduced the time to carry out 4 administrative procedures (issuance of Certificate of eligibility for petroleum trading from 20 days to 15 days; License for electricity retail activities from 15 days to 12 days; Promotion registration from 5 days to 4 days; Registration of commercial inspection seal from 7 days to 5 days). days).

The entire city has deployed 59 level 4 online public services. In 2019, it is expected to deploy 27 level 4 online public services, completing the provision of level 4 online public services according to Decision No. 877/QD-TTg dated July 18, 2018 of the Prime Minister. Some units that perform online public services well, such as the Department of Finance, have issued new business registration certificates online, accounting for 89.84% of the documents; The Department of Science and Technology operates and effectively uses the provision of level 4 online public services with 39/50 administrative procedures under the Department's jurisdiction, reaching a rate of 97.5%.

According to the report of the City People's Committee, attracting foreign investment to Hai Phong in 2019 continued to achieve positive results. By October 22, 2019, there were 71 newly granted projects and 39 projects adjusted to increase capital, reaching 1,123.39 million USD; estimated for the whole year to reach 1.5 billion USD, equal to 100% of the plan; The number of valid FDI projects in the city is 680 projects with a total registered investment capital of 17.59 billion USD.
