(Haiphong.gov.vn)- Implementing the direction of the Secretary of the City Party Committee, on the afternoon of June 17, the Standing Vice Chairman of the City People's Committee chaired a meeting with relevant sectors, units and localities to listen to reports on the implementation of the investment project to build a road connecting the Nam Cau Binh intersection to the intersection of Ton Duc Thang Street - Water Trough - National Highway 5 and investment preparation work. Investment project to build Lai Xuan bridge, renovation and expansion of provincial road 352.
According to the report of the Management Board of Hai Phong Traffic Construction Investment Project, the investment project to build a road connecting the Southern Bridge Binh intersection to the intersection of Ton Duc Thang - Mang Nuoc - National Highway 5 has an investment scale of nearly 800 billion VND from the city budget, with a length of 1,173.71m according to the standards of main and secondary urban streets, roadbed width. Bn=50.5m. The project implementation location is in An Duong district, the total land use area is about 7.9 hectares, this is a level I traffic project.

The total site clearance area serving the project is more than 75,000 m2, involving 5 organizations and 115 households. Up to this point, An Duong district has completed the inventory of 68/68 agricultural land households. Regarding construction work, the construction contractor has currently established a site management office, submitted a laboratory, material sources... Vehicles and foundation construction equipment will be mobilized for construction immediately after the handover of the agricultural land area is available.
Through listening to reports and comments from representatives of relevant industries and units, Standing Vice Chairman of the City People's Committee Nguyen Xuan Binh emphasized that the South Binh Bridge Intersection is a key project that is not only meaningful in terms of socio-economic development and urban landscape but also important in traffic connection. To promote the value of this intersection, the City Party Committee and the City People's Committee have directed the implementation of the connection from the South Binh Bridge Intersection to the 4-way intersection of Ton Duc Thang Street - Water Trough - National Highway 5. However, the recent implementation has not been satisfactory, the slow site clearance work will affect the completion progress of the project, as well as promote the role of the Interchange in traffic connection, the Permanent Vice Chairman stated.
Referring to the implementation tasks in the coming time, the Standing Vice Chairman assigned the City People's Committee Office to coordinate with the Department of Transport, Project Management Board, Department of Natural Resources and Environment, An Duong district to proactively establish a critical path for progress until the end of 2020, focusing on the critical path for site clearance and clarifying the responsibilities of each locality and unit.
The Vice Chairman noted that the Project Management Board, based on the actual situation, has construction measures appropriate to the site handover process; Assign the Department of Transport to coordinate site handover and organize construction measures to ensure progress; An Duong district focuses on propaganda and advocacy to persuade people and organize land handover, and implement land recovery measures if necessary; assign the Department of Natural Resources and Environment to coordinate and support An Duong district in resolving issues related to site clearance work; Regarding the capital allocation plan for the project, the Vice Chairman requested the Department of Finance and the Department of Finance to soon advise the city to balance resources to fund the project.

For the preparation of the Lai Xuan bridge construction investment project and the renovation and expansion of provincial road 352. The Standing Vice Chairman requested the Department of Transport and the Project Management Board to preside over and coordinate with relevant departments and branches to develop documents to submit to the City People's Council for consideration and approval of the investment policy. In addition, review the working regulations and report to the City People's Committee and the Standing Committee of the City People's Council for comments on the project, and at the same time proactively propose to the Standing Committee of the City Party Committee issues that need to be agreed upon and discussed with Quang Ninh province. Strive to implement the project as soon as possible.
The investment project to build Lai Xuan bridge has a scale of investment in building a new bridge with a permanent structure across Da Bach river with a bridge length of about 786m, width of 12m. Construction of a road at both ends of the bridge with a scale of level III plain road, with a total length of about 1,814m (of which Hai Phong side: 1,212m, Quang Ninh side: 602m), road base 12m wide, road surface 11m wide. The project to renovate and expand Provincial Road 352 from National Highway 10 to Lai Xuan bridge meets class III plain road standards, with a cross-section of 12m including 2 motor vehicle lanes, each lane 3.5m wide and 2 rudimentary vehicle lanes, each lane 2m wide, with a total length of about 12.8km.
