(Haiphong.gov.vn) - On the morning of September 25, the 17th City People's Council, term 2026 - 2031, held its 5th Session (specialized session) to carry out urgent tasks arising from the practical work of directing and managing the city's socio-economic development as stipulated by law.
Attending the Session were comrades: Le Ngoc Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong City National Assembly Delegation; Do Manh Hien, Deputy Secretary of the City Party Committee; Do Thanh Trung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Le Van Hieu, Deputy Secretary of the City Party Committee, Chairman of the City People's Council; members of the Standing Committee of the City Party Committee; leaders of the City People's Council, City People's Committee, City National Assembly Delegation; leaders of departments, agencies, and sectors.


At the Session, based on a thorough review of the City People's Committee's proposals and the verification reports of the City People's Council's Boards, the Session unanimously voted to approve 15 Resolutions, including:
(1) Approving the charter capital and additional charter capital allocated to the Hai Phong City Land Development Fund.
(2) Approving the charter capital and additional charter capital until the end of 2030; list of investment and lending sectors for the period 2026 - 2030 of the Hai Phong City Investment and Development Fund.
(3) Adjusting and supplementing the city's public investment plan for 2026.
(4) Regulating specific prices for medical examination and treatment services at state-owned medical examination and treatment facilities managed by Hai Phong City.
(5) Adjusting and supplementing the list of projects and works requiring land recovery in the city.
(6) List of land plots expected to implement pilot projects according to Resolution No. 171/2024/QH15 dated November 30, 2024, of the National Assembly.
(7) Regulating the content and expenditure levels for managing and implementing scientific, technological, and innovation activities using Hai Phong City's state budget.
(8) Regulating policies to support vocational training in Hai Phong City for the period 2026 - 2030.
(9) Adjusting the list of land plots for bidding on investment projects using land in Hai Phong City for the period 2025 - 2026 and approving the list of land plots for bidding on investment projects using land in Hai Phong City for the period 2026 - 2030.
(10) Regarding the approval of the list of small and narrow land plots managed and used by organizations, households, and individuals, interspersed within residential areas; implementing preliminary investigation, survey, measurement, inventory, and verification of land origin and assets attached to land according to Clause 7, Article 6 of Resolution No. 226/2025/QH15 dated June 27, 2025, of the National Assembly (Phase 2).
(11) Amending and supplementing a number of articles of Resolution No. 44/2025/NQ-HDND dated December 10, 2025, of the City People's Council regulating the remuneration regime for individuals performing citizen reception duties, handling complaints, denunciations, petitions, and feedback at agencies and units under Hai Phong City.
(12) Regulating criteria for establishing Security and Order Protection Teams; criteria for the number of members of Security and Order Protection Teams; support levels for forces participating in grassroots security and order protection in Hai Phong City.
(13) Deciding on the investment policy for the Project: Investment in the East-West connection road of Hai Phong City.
(14) Allocating staffing and labor contracts paid from the state budget for 2026.
(15) Deciding on the investment policy for the Project: Investment in the construction of the Ninh Binh - Hai Phong Expressway (CT.08), the section through Hai Phong City and 09 km in Thai Binh province (now Hung Yen province) - Completing the expressway and the connection section to Provincial Road 353.

100% of the delegates attending the session voted unanimously to approve the draft Resolutions. This result clearly demonstrates the spirit of responsibility, consensus, coordination, and companionship between the City People's Council and the City People's Committee in deciding urgent tasks that need to be focused on implementation. Thereby, contributing to improving the effectiveness and efficiency of direction and management by all levels of government, meeting the requirements of socio-economic development.

Delivering the closing speech of the Session, Chairman of the City People's Council Le Van Hieu requested that, for the Resolutions just approved at the 5th Session, the City People's Committee promptly organize their immediate implementation, avoiding any delay in policy execution; focus on resolving difficulties, obstacles, bottlenecks, unlocking resources, accelerating the progress of key tasks and projects, contributing to achieving the highest growth targets and socio-economic development indicators for 2026.
Regarding the review, completion, and improvement of the effectiveness of issued Resolutions, it is requested that the City People's Committee, the Boards of the City People's Council, and City People's Council delegates comprehensively evaluate and promptly identify any inadequate, unclear, or not truly suitable contents with practical requirements to propose solutions. In particular, it is necessary to focus on carefully reviewing some specific contents: the social insurance contribution regime for part-time workers in hamlets and residential groups; regulations on collection levels, collection and expenditure management mechanisms for cooking and lunch supervision activities at public preschool and general education institutions. For regulations on criteria for determining the position of each land type and the number of land positions in the land price table, it is necessary to continue reviewing and clarifying the scope, subjects, and application methods, ensuring strictness and consistency, to avoid different interpretations and implementations, especially for housing development projects, residential areas, and urban areas.
The Chairman of the City People's Council emphasized that it must be clearly understood that the issuance of a Resolution by the People's Council is only the first step in the policy-making process; the issued Resolution must be clear, easy to understand, easy to apply, and convenient to organize for implementation. Contents within the authority of the City People's Committee must be promptly guided and resolved; contents within the authority of the City People's Council must be urgently synthesized, impact-assessed, and dossiers completed for consideration of amendment and supplementation.

The Chairman of the City People's Council emphasized that the Resolutions of the City People's Council are of great importance, serving as the legal basis for the city government to implement. Therefore, for major issues, especially Resolutions on mechanisms and policies, sufficient time must be devoted to thorough and comprehensive research from the advisory stage of departments and agencies, the verification stage of the City People's Council's Boards, to the consideration and decision-making stage of each City People's Council delegate; to prevent situations where Resolutions are approved but then found to be inadequate or unfeasible during implementation. The study of a policy cannot be considered the responsibility of an individual or a single stage in the process. Each individual is finite; therefore, the quality of each policy decision must be ensured by research from collective intelligence, from all participating entities throughout the process of formulation, verification, and decision.
The Chairman of the City People's Council stated that with only 3 months remaining until the end of 2026, the entire city is highly focused on achieving the double-digit growth target set by Resolution No. 11-NQ/TU dated July 15, 2026, of the City Party Committee's Executive Board. The Standing Committee of the City People's Council requested the City People's Committee, departments, agencies, and localities to continue to resolutely adhere to the growth scenario; focus on removing bottlenecks, accelerating public investment disbursement, site clearance, promoting production, business, and budget collection; and at the same time uphold the responsibility of leaders, promptly address difficulties and obstacles, striving to achieve the highest possible targets and tasks for 2026./.
