(Haiphong.gov.vn) – On the morning of February 24, the People's Council of Kien An District, term V, term 2021 - 2026 held the 22nd Session (Thematic Session). Attending the meeting were comrades: Pham Van Thep, Member of the City Party Committee Standing Committee, Head of the City Party Committee's Propaganda and Mass Mobilization Committee; Pham Van Khanh, Head of the Urban Committee of the City People's Council, Chairman of the District People's Council, former Secretary of Kien An District Party Committee.

At the meeting, the District People's Council agreed to dismiss the position of Chairman of the District People's Council and release from the duty of delegate of Kien An District People's Council, term V, term 2021 - 2026, for comrade Pham Van Khanh, City Party Committee member, Head of the Urban Committee of the City People's Council (former Secretary of the District Party Committee); dismissed the position of Chairman of Kien An District People's Committee, term V, term 2021-2026 for comrade Nguyen Truong Son.

Speaking at the meeting, Comrade Nguyen Truong Son, Deputy Secretary of the District Party Committee, Chairman of the District People's Council affirmed his determination to inherit the achievements and experiences of previous generations. At the same time, together with the Standing Committee of the People's Council, the People's Council Committees and district People's Council delegates, we will promote the spirit of solidarity, democracy, intellectual concentration, enhance responsibility and make efforts to innovate working methods, in order to improve the quality and operational efficiency of the District People's Council.
The Chairman of the District People's Council requested the District People's Committee to urgently implement the Resolution passed at the Meeting. At the same time, the Standing Committee of the People's Council, the People's Council Committees, the Delegate Groups and District People's Council delegates need to strengthen supervision of the implementation process, ensuring the effective implementation of the Resolution and in accordance with the law.

The Chairman of the District People's Committee emphasized maintaining principles, discipline, and administrative discipline, promoting personal responsibility associated with promoting collective intelligence, dynamism, and creativity of each member of the District People's Committee. At the same time, he pledged to accompany the collective leadership of the District People's Committee, People's Committee members, heads of specialized agencies, Party Committees - People's Committees of wards, building a government system from district to city.The facility is increasingly strong, effective, efficient, and dedicated to serving people and businesses, contributing to Kien An district's increasingly sustainable development.
At the meeting, the People's Council of Kien An district decided to establish and reorganize a number of specialized agencies under the district People's Committee according to the direction of the Central Committee, City Party Committee, and City People's Committee. Accordingly, from March 1, 2025, specialized agencies will be arranged as follows: Establishment of the Department of Home Affairs on the basis of merging the Department of Home Affairs and the Department of Labor, War Invalids and Social Affairs; established the Department of Economics, Infrastructure and Urban Affairs on the basis of merging the Department of Economics and the Department of Urban Management; Established the Department of Culture, Science and Information on the basis of renaming the Department of Culture and Information. After arrangement, Kien An District People's Committee has 10 specialized agencies, including: Department of Internal Affairs; Department of Culture, Science and Information; Department of Economics, Infrastructure and Urban Affairs; Finance - Planning Department; Department of Natural Resourcesand Environment; Department of Health; Department of Education and Training; Department of Justice; District Inspector; Office of the People's Council and People's Committee.
Also at the Meeting, delegates of the District People's Council reviewed and decided to adjust and supplement the 10th medium-term public investment plan for the period 2021-2025 and decided for the first time the district's 2025 Public Investment Plan./.
