(Haiphong.gov.vn) - On the morning of July 17, at the City Convention Center, the City People's Council held the opening ceremony of the 18th Session (regular session in mid-2024) of the XVI City People's Council, term 2021 - 2026. Speaking at the opening of the meeting, Chairman of the City People's Council Pham Van Lap said that in the first 6 months of 2024, the Standing Committee of the City People's Council will continue to innovate its operating methods in all aspects. Under the leadership and guidance of the National Assembly, the City Party Committee, and the coordination of the City People's Committee and the City's Vietnam Fatherland Front Committee, the City People's Council successfully organized 4 thematic meetings and issued 38 Resolutions (an increase of 217% over the same period). Thematic meetings have promptly resolved many important, urgent and arising issues; promptly meet the city's development requirements.
The inspection work of the City People's Council Committees serving special sessions is focused, increasingly professional, in-depth, and highly critical. Supervising activities, contacting voters, and resolving voters' petitions of the People's Council, Standing Committee, Committees and Delegate Groups of the City People's Council have continued to be strongly innovated in the direction of improving quality, substance and efficiency and have achieved many clear results.
From the beginning of the term, the Standing Committee of the City People's Council launched and successfully organized the emulation movement in the activities of the People's Councils at all levels of the city. Every year, we evaluate, summarize, and promptly praise and reward individuals and groups with outstanding achievements in the activities of People's Councils at all levels.

The 18th session of the City People's Council, term The City People's Council carefully studies, focuses on analyzing, accurately, objectively, and comprehensively evaluating the results achieved, clearly pointing out limitations and causes; Propose practical and feasible solutions to successfully implement the city's socio-economic development tasks in 2024 and the period 2021 - 2025.
The City People's Council will consider, discuss and pass 30 thematic resolutions, including many very important contents, directly affecting the economic development, culture, education, health, and social security of the city's people, such as: Adjusting and supplementing the 2024 public investment plan; Expected city public investment plan in 2025; Exemption and reduction of a number of fees and charges related to the conversion of documents due to changes in boundaries and names of district and commune administrative units; Tuition fees from the 2024 - 2025 school year for public preschool and general education establishments in the city. Resolutions on specific policy mechanisms on: supporting training for some occupations; Support for drug addicts, officials, and drug addictso workers at drug rehabilitation facilities; Support for health insurance premiums for the elderly and monthly social benefits; Support subjects to streamline payroll.
Regulating criteria for establishment, number of members, level of support for forces participating in protecting security and order at the grassroots; Additional staffing for some educational establishments. Decided on investment policy to build hospitals: Vinh Bao, Thuy Nguyen, Tien Lang, Bach Long Vy. Decision on investment policy to renovate old apartments in Van My ward, Ngo Quyen district; Road construction and urban embellishment project in Do Son district. Decided to adjust investment policies for a number of projects and many other important contents.
To ensure the contents presented at the meeting, the Standing Committee of the City People's Council has directed the City People's Council Committees to coordinate closely with verification agencies, ensuring consistency, closeness to reality and compliance with regulations. For important contents with profound impacts on social life, the Standing Committee and the City People's Council Committees have organized voter contact conferences and thematic consultation conferences to gather opinions, thereby absorbing and completing the meeting's contents. This is an important basis for City People's Council delegates to research, discuss and make decisions.

At this meeting, the City People's Council will consider and decide on a number of important issues regarding the City People's Council's supervision activities.
In addition, the City People's Council will listen to reports summarizing opinions and recommendations of voters and city people participating in the meeting content; Review reports of agencies of the People's Council, City People's Committee, People's Court, People's Procuracy, and City Civil Judgment Enforcement Department; thematic reports of the City People's Committee; Report on the results of resolving specific recommendations of voters at the 13th session of the City People's Council; listen to the announcement of the Hai Phong National Assembly delegation on the results of the 7th session of the 15th National Assembly and the delegation's activities at the session; Listen to the announcement of the city's Vietnam Fatherland Front Committee on participation in government building.
The City People's Council exercises direct supervision over the City People's Committee members through questioning activities, expected in 4 areas: Construction, Planning and Investment, Culture, and Health. These are groups of issues that many voters and people of the city are interested in and are registered and proposed by Committees, Groups and City People's Council delegates.
The contents of the 18th Session are very important, with many difficult issues, placing high demands on each representative of the City People's Council. To well carry out the contents of the meeting, on behalf of the Standing Committee of the City People's Council, Chairman of the City People's Council Pham Van Lap requested the City People's Council delegates to continue to more effectively perform the role of elected representatives, promote democracy, focus on research, discussion, and contribute many enthusiastic, profound, and quality opinions so that the resolutions of the City People's Council can be passed truly effectively, come to life soon, and serve the task of economic development. – society, defense – security and the lives of the city's people.
