Implementing Resolution No. 66/NQ-CP dated May 9, 2024 of the Government promulgating the Action Program to implement Resolution No. 41-NQ/TW dated October 10, 2023 of the Politburo on building and promoting the role of Vietnamese businessmen in the new era, Action Program No. 75-CTr/TU dated June 4, 2024 of the City Party Committee Standing Committee. Resolution No. 41-NQ/TW dated October 10, 2023 of the Politburo on building and promoting the role of Vietnamese businessmen in the new era; The People's Committee of Hai Phong city has just issued Plan No. 209/KH-UBND dated August 29, 2024 with the following purposes, requirements and implementation goals:
1. Purpose
Organize serious and effective implementation of Resolution No. 41-NQ/TW, Resolution No. 66/NQ-CP and Action Program No. 75-CTr/TU to build and promote the role of the business team in the city.

2. Request
– Identify and specify tasks and solutions; Assign specific responsibilities consistent with the functions and tasks of all levels, branches and units associated with periodic reporting and evaluation of implementation.
– All levels and sectors demonstrate the role of creation, the spirit of accompanying and sharing with entrepreneurs, taking entrepreneurs and businesses as the object of service, creating a favorable environment for entrepreneurs to invest, do business, and contribute to the city's socio-economic development.
– The implementation of the Plan must be linked to the implementation of Resolution No. 45-NQ/TW, dated January 24, 2019 of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045; Resolution of the 13th Party Congress, Resolution of the 16th City Party Congress.

3. Goal
Develop a strong team of city entrepreneurs in quantity, quality, reasonable structure, with vision, intelligence, ethics, entrepreneurial spirit, legitimate enrichment, dynamism, creativity, advanced management capacity, law compliance, ethics, and a business culture with national identity; have social responsibility, awareness of environmental protection, and make worthy contributions to the city's socio-economic development goals.
* Target until 2030
– Develop a team of city entrepreneurs with scale, capacity and qualifications to meet the goals of industrialization and modernization. The city has over 85% of businessmen with professional qualifications from college/university or higher.
– The city has 53,000 enterprises (legally existing enterprises), of which at least 55% of enterprises maintain stable and developed production and business activities.
– The city's private sector enterprises account for 3.5% - 4% of the TOP 500 largest private enterprises in Vietnam, including 02 or more enterprises in the TOP 100 largest private enterprises in Vietnam. Strive to have businesses reach regional level, have businesses achieve national brand; There are large enterprises with leading roles in key industries and fields; There are enterprises with important positions and roles in the supply chain and global value chain, mastering a number of industrial value chains, and having international competitiveness in foundation, priority, and spearhead industries.
* Vision to 2045
Develop a team of city entrepreneurs with scale, capacity and qualifications to meet development goals, high income, position and prestige domestically and internationally; a part of the enterprise with world brands, leading a number of supply chains and global value chains.
The City People's Committee assigned the Department of Finance to preside over and coordinate with departments, branches, localities and units to monitor and urge the implementation of the Plan; Every year, send a draft report to the City People's Committee to send to the Ministry of Planning and Investment before December 31./.
