PLAN
Administrative reform in 2013
Pursuant to the 2013 State Administrative Reform Plan of Hai Phong City issued together with Decision No. 416/QD-UBND dated February 27, 2013 of the City People's Committee, the Department of Finance has developed a Plan to implement administrative reform in 2013 as follows:
I. OBJECTIVES:
1. Continue to promote administrative reform associated with the implementation of the 2013 theme "Tourism and Urbanism" and the 2013 Socio-Economic Development Plan, 2013 Work Program of the city and the Department of Finance.
2. Continue to innovate direction and administration to ensure openness, transparency, lawfulness, convenience, effectiveness and efficiency; promote the sense of responsibility, improve qualifications and skills of officials and civil servants to ensure title standards according to State regulations.
3. Organize propaganda to raise awareness about administrative reform, increase the participation of people, businesses and social organizations in implementing administrative reform and monitoring the process of implementing administrative reform in the Department's fields of operation.
4. Continue to promote the application of information technology to serve the direction, administration and operations of the agency; Organize to receive comments in the online environment, organize dialogues, and question and answer sections to serve organizations and citizens.
5. Improve the quality of the "one-stop" department, "one-stop shop for guidance, reception, and return of results in the field of business registration"; Implement the roadmap to provide online public services according to the city's plan to provide better public services, constantly aiming for the satisfaction of organizations and individuals.
6. Continue to implement the set of administrative procedures under the Department's jurisdiction and review and update according to current legal regulations; Carry out administrative procedures at the agency through implementation and continuous improvement of the quality management system according to TCVN ISO 9001:2008.
7. Use effectively and save regular expenses, actively prevent corruption and waste and contribute to improving the lives of officials, civil servants, public employees and agency workers.
II. DUTIES:
1. Propaganda work and inspection and supervision of administrative reform implementation:
– Organize propaganda to raise awareness about administrative reform for organizations, individuals, and businesses; Propaganda for cadres, civil servants and public employees to be fully aware of their goals, tasks and responsibilities in implementing administrative reform tasks;
Organize supervision and inspection of the implementation of administrative reform tasks by cadres, civil servants and public employees, focusing on the following contents: Complying with processes, procedures, work order, implementing Office culture regulations, practicing thrift, committing to implementing solutions and measures to prevent troubles, harassment and negativity.
2. Administrative procedure reform:
– Continue to implement Decree No. 63/2010/ND-CP dated June 8, 2010 on administrative procedure control, control and improve the quality of administrative procedure regulations, coordinate with relevant agencies to develop content and programs on administrative procedure control activities.
– Carry out impact assessment of regulations on administrative procedures in draft legal documents according to 04 criteria: necessity, reasonableness, legality and effectiveness; Research to review and independently evaluate the regulations on administrative procedures that have been issued to propose simplification plans.
– Maintain and update the city database on administrative procedures to create conditions for individuals and organizations to access, implement and monitor the implementation of administrative procedures; Propose amendments, supplements, replacements, cancellations or abolition of administrative procedures that are no longer appropriate under the Department's jurisdiction (if there are changes prescribed by legal documents).
– Implement well the contents of the Plan for administrative procedure control activities within the functions and tasks of the Department of Finance issued with Decision No. 09/QD-KHDT dated March 18, 2013.
3. Reforming the organizational structure:
– Review, arrange and complete regulations on functions and tasks of departments and units in accordance with the Regulations on functions, tasks, powers and organizational structure of the Department of Finance issued together with Decision No. 363/2013/QD-UBND dated February 7, 2013 of the City People's Committee.
– Consolidate and improve the operational capacity of public service units: Bidding Consulting Center, Investment Consulting and Promotion Information Center.
– Organize review and develop plans for transformation and public support within ministries and agencies for the period 2013 - 2015.
4. Building and improving the quality of cadres, civil servants and public employees:
– Continue to be open, transparent, democratic, centralized, and focus on training and fostering cadres, civil servants, and public employees in professional expertise and political theory to ensure compliance with cadre planning.
– Develop regulations on recruitment, appointment, placement, and assignment of tasks to ensure openness, democracy, and compliance with job requirements and ensure compatibility with the qualifications and capabilities of civil servants and public employees.
– Research and develop job descriptions associated with job positions and professional titles of officials, civil servants and public employees.
– Regularly maintain inspection of the implementation of office culture regulations and standards of conduct, ensuring civility, seriousness and professionalism of officials, civil servants and public employees.
– Increase publicity and direct dialogue with organizations and businesses that have slow administrative procedures or have recommendations for timely resolution.
– Continue to implement measures to prevent and combat troubles, harassment and negativity among officers, civil servants and employees of the Department.
– Associate results and achievements in administrative reform with emulation, commendation, consideration of salary increases ahead of time, promotion and appointment of officials.
5. Public finance reform:
Organize strict implementation of Decree No. 130/2005/ND-CP dated October 17, 2005 and Decree No. 43/2006/ND-CP dated April 25, 2006 of the Government on strict management of public spending, improving budget spending efficiency; Organize the review, amendment and supplementation of internal expenditure regulations and implement them in accordance with regulations; Promote saving practices and combat waste: Save gasoline, electricity, water and effectively use equipment and stationery.
6. Modernize the administration:
– Continue to upgrade equipment for the "one-stop" department, "one-stop shop for guidance, reception, and return of results in the field of business registration", ensuring civilization, modernity, and meeting the needs of providing online public services; Add and upgrade computer systems and related equipment to ensure working conditions for officials, civil servants and public employees.
– Continue to perfect the work handling processes of the quality management system according to TCVN ISO 9001:2008; Strengthen the Steering Committee, Secretariat, and train internal assessment experts.
– Continue to upgrade, exploit and effectively use the internal network system, strengthen measures to ensure network security, and effectively use component electronic information portals to serve organizations and citizens.
– Implementing renovation and embellishment of offices: Offices of officials, civil servants, public employees, and citizen reception rooms are guaranteed to be spacious, clean, and beautiful.

III. IMPLEMENTATION ORGANIZATION:
Based on the assigned tasks in this Plan, departments and units are required to proactively deploy tasks on schedule and within the prescribed time, ensuring effective implementation; Report to Department leaders.
Assign the Department's Office, Investment Appraisal and Supervision Department to urge and inspect the implementation of this Plan, and periodically summarize and report progress and results of implementation to the Department's leaders and the City People's Committee.
