The new rural construction program is actively implemented, it is expected that by the end of 2019, 29/29 communes will be recognized as meeting new rural standards.
The socio-cultural fields receive attention and direction, continuing to have positive changes. The work of ensuring social security and implementing regimes for people with meritorious services and social policy beneficiaries is implemented promptly and effectively. National defense and security are maintained and stable, social order and safety are guaranteed.
Regarding the implementation of the 2019 Theme, the district has well implemented the plan to increase budget revenue in the district by 5% or more compared to the estimate assigned by the city, ensuring correct and sufficient collection, not leaving out revenue sources. Control expenditures through the State Treasury strictly, according to approved estimates, ensuring correct regimes, standards and norms. Results: Total state budget revenue in 2019 is estimated to reach 1,223.41 billion VND, equal to 103.5% of the plan, of which regular revenue is 176.55 billion VND, reaching 111.4% of the plan, equal to 107.9% over the same period. The district has actively focused on removing difficulties and creating a favorable business environment for businesses; Timely resolve complaints from businesses and workers.
In the last months of 2019, the District Party Committee, People's Council, and People's Committee need to focus highly on leadership and direction to complete and exceed the socio-economic development targets set for 2019; Build a socio-economic development plan for 2020 with high levels of striving. Accelerate the progress of works in the 2019 public investment plan and site clearance progress of projects, such as: Project of road connecting Lang Am bridge to coastal road, road from Hoa bridge to road 354; Highway 37 passes Vinh Bao. He emphasized that 2020 has a very important meaning, requiring the district's socio-economic targets to be set higher than 2019. In particular, for targets on budget revenue estimates, the district ensures 2020 domestic revenue (excluding land use fees, lottery revenues, proceeds from selling state capital at enterprises, dividends and after-tax profits) striving to increase on average at least 32% - 35% compared to with assessment estimated to be carried out in 2019.
At the same time, speed up the progress of site clearance, especially large city projects in the district. Develop a plan to celebrate major holidays in 2020, such as: 90th anniversary of the founding of the Communist Party of Vietnam, 90th anniversary of the establishment of the City Party Committee, 65th anniversary of the liberation of Hai Phong... Continue to perform well the work of ensuring social security and maintaining security and defense. Prepare well the work contents to serve the District Party Congress for the 2020-2025 term.
The Vice Chairman highly appreciated the district's administrative reform work and requested to continue focusing on immediately overcoming the shortcomings pointed out.
