– On the morning of December 5, at the City Convention Center, the Hai Phong Economic Zone Management Board coordinated with the US Customs and Border Protection Agency (US CBP) to organize the Workshop "Building capacity in establishing Free Trade Zones and non-tariff zones in Hai Phong city" with the goal of accelerating the progress of establishing Hai Phong Southern Economic Zone, including establishing a Free Trade Zone and implementing and planning policy mechanisms in the Zone. Following the success of the business trip to the United States from November 14 - November 23, 2023, the Hai Phong city delegation was led by comrade Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee. At the meetings, the Secretary of the Hai Phong City Party Committee emphasized that the city is urgently preparing to build a new economic zone in the south of the city, an ecological economic zone, with sustainable development integrated with circular economic activities, with an area of more than 20,000 hectares, applying many outstanding preferential policies associated with the development of a free trade zone to welcome US investors.

In addition to the Free Trade Zone, Hai Phong city also focuses on developing a non-tariff zone. The city is urgently accelerating the progress of implementing the Xuan Cau Industrial Park and non-tariff zone in the Lach Huyen international gateway port area with an area of 752 hectares, contributing to the implementation of Action Program No. 76 of the Standing Committee of the City Party Committee. By 2025, Hai Phong will focus on developing and expanding 15 new industrial parks with a total area of 6,418 hectares.
To have a basis to carry out the above tasks, the Hai Phong Economic Zone Management Board organized the Workshop "Building capacity in establishing Free Trade Zones and non-tariff zones in Hai Phong city" to absorb experience in construction and development from the Free Trade Zone, non-tariff zone model from the United States, as a premise for the construction of Hai Phong Southern Economic Zone and planning policy mechanisms for Xuan Cau Free Trade Zone.

US experts spoke at the Conference.
As of November 30, 2023, in Hai Phong city there are a total of 904 foreign investment projects with a total investment capital of nearly 30 billion USD. Of which, in Industrial Parks and Economic Zones, there are 520 projects with a total capital of 25.98 billion USD. In the first 11 months of 2023, Hai Phong is one of the leading localities in the country attracting FDI with 3.2 billion USD (reaching 160% of the 2023 plan).
According to the agenda, the Conference will take place from December 5 - 7, 2023. After the Workshop, Hai Phong city will receive suggestions and comments from US experts to update, edit and supplement studies on free trade zones and non-tariff zones to soon submit the project to the Central Government and the Government for promulgation.
