Attending the Congress were leaders of the Vietnam Association of Architects, the City Union of Literature and Arts, and representatives of leaders of relevant departments, departments, branches and units; Association of Architects in some provinces and cities; along with many members of the City Architects Association.

Hai Phong Association of Architects currently has 120 members who are architects who graduated from architecture training universities and are currently active in 4 branches and clubs including: Department of Construction Branch; Planning Institute Branch; Payment on behalf of Hai Phong Construction Design Consulting Joint Stock Company; Business Association and Young Architects Club. The members of the association are all members of the Vietnam Association of Architects and 30% are members of the Hai Phong Union of Literature and Arts.
