Accordingly, in the period 2009 - 2023, Hai Phong attracts 26.4 billion USD of FDI capital; create jobs for 200,000 workers. The period 2021-2023 alone will attract 11.36 billion USD, always in the top 5 in attracting FDI in the country.

Hai Phong strives that by 2025, the FDI economic sector will contribute 35% to the city's GRDP.

According to comrade Le Trung Kien, following the success of Dinh Vu - Cat Hai Economic Zone, in order to create new development opportunities, Hai Phong is proposing to establish a Southern Coastal Economic Zone. The Hai Phong Economic Zone Management Board has completed the project and was approved by the City Party Standing Committee and Party Committee; continuing to implement the next processes and procedures. The Southern Coastal Economic Zone is expected to have an area of about 20,000 hectares in Vinh Bao, Tien Lang, An Lao, Kien Thuy and Do Son districts.
This is one of the main solutions to help Hai Phong complete the task of "becoming a modern, smart, and sustainable industrial city of Southeast Asian stature".
Specifically, the southern coastal economic zone of Hai Phong is expected to be established with a coastal highway, Nam Do Son Port (planned as an international gateway port and domestic and international transshipment port), Tien Lang international airport, 2 railway lines (Lao Cai - Hanoi - Hai Phong, Nam Dinh - Hai Phong - Quang Ninh).
