Accordingly, on May 10, 2019, Prime Minister Nguyen Xuan Phuc met with voters and worked with Hai Phong city leaders on the implementation of tasks in the first 4 months of 2019, the direction of key tasks in 2019 and some proposals and recommendations of the city.
High growth socio-economic indicators
The Prime Minister praised and appreciated the efforts of the Party Committee, government, army and people of Hai Phong city for outstanding results in recent times. The City Party Committee, People's Council, People's Committee and other agencies with high determination, solidarity and determination in leadership, direction and administration, continuously innovate and creatively carry out the tasks of socio-economic development, building the party and government and mobilizing the people. Socio-economic indicators grew high over the same period, many targets have and are forecast to exceed the targets set for 2020 (completed before 9 main economic targets set for 2020). The business investment environment continues to improve, the Provincial Competitiveness Index (PCI) in 2018 ranked 16/63.
The city has drastically invested in transport, urban, commercial and service infrastructure, creating breakthroughs. Many transportation projects and works of strategic significance to the development of the city and region were started and inaugurated. Hai Phong is not only a locality that attracts large FDI capital (ranked 3rd in the country) but also attracts many large domestic corporations to invest.
Restructuring the agricultural sector towards promoting the application of high technology, concentrated production, improving efficiency and people's income. New rural construction achieved comprehensive results, promoting the role of people (In 2018, the entire city had 92 communes meeting new rural standards, it is expected that in 2019, 100% of communes will meet new rural standards (139/139 new rural communes), exceeding the target set for 2020). The city's Provincial Competitiveness Index (PCI) in 2018 decreased by 7 places compared to 2017. In the Provincial Governance and Public Administration Performance Index (PAPI) 2018, many component indexes were assessed at a low average level.
The work of building the Party and political system still has some difficulties and limitations. The organizational structure of agencies in the political system still reveals many shortcomings, the level of decentralization, decentralization and coordination is not high, and there are many signs of administrativeization.
Continue to mobilize all resources for the development of Hai Phong city
To successfully implement the goals and directions of city development, Hai Phong needs to continue to effectively implement the tasks and solutions stated in the Resolution of the 12th Party Congress, especially the effective implementation of Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045; Thoroughly grasp and realize more deeply the position, role, strengths, potential, promote responsibility, and have greater determination in building and developing the City.
Specifically, in terms of development orientation, building Hai Phong as a northern economic center, a smart city, smart production and service models; develop new technology, especially 4.0 technology and the digital economy. Along with that, developing a modern seaport system and airport meeting international standards, attracting many airlines to open more flights to and from Hai Phong. Strive to become the largest Logistics service center in Vietnam.
Implement planning work well with a longer vision for Hai Phong in the future to be a city with a high level of development, among the leading cities in Asia and the world, aiming to develop underground urban space, subway systems, green parks, flower gardens, lakes and architectural works with strong and unique appeal that impress the world... creating a "living, green, safe" environment for people and visitors. Therefore, continue to mobilize all resources for the development of Hai Phong city; Focus on investing in new rural construction to ensure sustainability and improve the quality of life of people in rural areas.
Along with that, promote the development of tourism infrastructure, services, urban areas, and hotels that meet international standards; resorts, entertainment areas, diverse and unique tourism products... to make Hai Phong an attractive destination for domestic and foreign tourists. There are mechanisms and policies to create the most favorable conditions for attracting investment and implementing service and tourism projects with national and international brands so that the tourism industry is truly a key economic sector of the city.
Closely coordinate and strengthen links with localities in the region and the whole country, especially the triangle Hanoi - Hai Phong - Quang Ninh. Mobilize resources to promote industrialization and modernization. Research good mechanisms, policies, and models for creative application, suitable to Hai Phong's conditions. Strengthen technical facilities, modernize and speed up the progress of infrastructure projects; Make plans, projects, mechanisms and policies public and transparent so that people know, agree to support and implement them.
