According to the report of the Hai Phong City Party Committee, the work of research, study, thorough understanding and implementation of Central Resolution 11 in the city is organized seriously and synchronously, ensuring progress according to the direction of the Central Government. Propaganda work is deployed flexibly and creatively by agencies and localities, contributing to raising awareness and creating high consensus among officials, party members and people. The process of arranging and unifying the organizational apparatus was fiercely directed by the Standing Committee of the City Party Committee and party committees at all levels, promoting the spirit of initiative, synchronization of the political system and consensus among the People.
Hai Phong City Party Committee and Hai Duong Provincial Party Committee have closely coordinated and highly unified in organizing the implementation of the project to unify provincial-level administrative units. Directive and guiding documents of the Central Government are promptly deployed and concretized into programs, plans, and implementation schemes suitable to local practical conditions.
The Standing Committee of Hai Phong City Party Committee has proactively issued plans, established a Steering Committee, Supporting Groups and coordination mechanisms to synchronously deploy the building of 2-level local government. Organization, human resources, and staff placement are carried out methodically, ensuring succession, stability, and efficiency. At the meeting, the Hai Phong City Party Committee requested the Central Government to specifically stipulate the time when the end of operations of the district-level local government will coincide with the time the local government in the commune-level administrative unit after arrangement officially comes into operation; Quickly guide and unify the implementation of procedures for announcing the Resolution of the National Assembly Standing Committee on the arrangement of unified commune-level administrative units so that localities can promptly develop plans and prepare necessary conditions. After listening to the reports and opinions of the members of the Working Group, comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat acknowledged and highly appreciated the efforts and results achieved by the Standing Committee of the Hai Phong City Party Committee over the past time. Hai Phong City has actively and proactively coordinated with Hai Duong province in arranging and streamlining the organizational structure, creating high unity within the Party and the consensus and support of the people, ensuring compliance with the progress set by the Central Government. At the same time, focus on leadership and direction to ensure progress in organizing Party Congresses at all levels.
In addition, Hai Phong also focuses on promoting socio-economic development, achieving many outstanding results in the first months of 2025 with many increased targets. In particular, in 2024, Hai Phong ranks first in the country in the Competitiveness Index (PCI), Administrative Reform Index (PAR INDEX), Satisfaction Index of people and organizations with the services of administrative agencies (SIPAS), Provincial Green Index (PGI). The city has successfully organized events to celebrate the 70th Anniversary of Hai Phong Liberation Day, the 2025 Red Phoenix Flower Festival and received the title "Hero City", highly appreciated by the city's people.
The Standing Comrade of the Secretariat emphasized that there is not much time left to complete the tasks of arranging and streamlining the administrative apparatus. Therefore, he requested the Standing Committee of Hai Phong City Party Committee to continue to coordinate closely with the Standing Committee of Hai Duong Provincial Party Committee, focusing on leading and directing the review of all tasks according to the plan and direction of the Central Government, ensuring progress, quality and efficiency.
The city needs to develop a specific plan for the period after completing district-level activities; Focus on leading and directing the organization of Party Congresses of communes and wards according to the new model in a thoughtful and methodical manner. He also noted that the Standing Committee of the City Party Committee needs to direct and promote information and propaganda work to create high consensus among cadres, party members, civil servants, public employees and people of all walks of life, especially in implementing major policies of the Central Government and performing local political tasks, including the work of arranging and streamlining the organizational structure.

Along with successfully implementing the Resolution of the 11th Conference of the 13th Party Central Committee, Hai Phong needs to continue to focus on implementing the newly issued Resolutions of the Central Committee and the city's socio-economic development tasks set out in 2025.
