According to CBRE Vietnam, Ho Chi Minh City and Hai Phong own the two most important seaports in Vietnam. With the advantage of being located only 100km from the sea, Hai Phong has a lot of potential to develop a national and regional logistics center system in the future. At the present time, the lack of synchronous infrastructure is the main reason why Hai Phong logistics system is not operating at full capacity.
The local government of Hai Phong City has been working very actively to attract investors, while improving the city's transportation infrastructure system and the transportation network connecting to other provinces and cities, especially places with national logistics center systems such as Hanoi and Quang Ninh. These actions of the Hai Phong city government contribute to improving connectivity and enhancing business activities between related markets, while also increasing investors' confidence in the prospects of the Vietnamese market in general and the markets of Northern Vietnam and Hai Phong in particular.
"Although the TPP agreement opens up many great opportunities for Vietnamese trade in strategic markets such as the US, Japan... and promotes multi-dimensional trade between Vietnam and member countries, it also brings many challenges to Vietnam as an emerging economy. Hai Phong should take advantage of these opportunities but also needs to resolve some issues related to foreign investors in Vietnam and the city" - said CBRE experts.
According to the World Bank's 2014 report, Vietnam ranked 90th in terms of business environment ranking (out of 189 countries participating in the survey), up 3 places compared to 2013. Remaining issues include cross-border trade, investor protection, construction permits, property registration procedures and contract enforcement.
According to the 2014 Provincial Competitiveness Index (PCI) report, Hai Phong only ranked 34th out of 63 provinces and cities, much lower than Da Nang (ranked 1st), Ho Chi Minh (ranked 4th), Thai Nguyen (ranked 8th), and Bac Ninh (ranked 10th). Among the issues raised in the PCI report, transparency, infrastructure quality and labor stand out.
