In order to concretize the content of the General Planning project to build Dinh Vu - Cat Hai Economic Zone by 2025 approved by the Prime Minister, Hai Phong hired Nikken Sekkei Civil (Japan) to carry out the 1/2000 planning of the Cat Hai island area of Dinh Vu - Cat Hai Economic Zone. This plan has been approved by the People's Committee of Hai Phong City and officially announced this afternoon, August 5.
According to the Cat Hai Island Area Planning Project, this area is located with the North bordering the Mac Dynasty lagoon, the East bordering Lach Huyen channel and Cat Ba island, the South bordering the Gulf of Tonkin and the West bordering Nam Trieu channel and Nam Dinh Vu Industrial Park (Hai An district).
The boundary includes the entire natural area of Cat Hai island. The total planned area is 5,007.34 hectares. Of which, Cat Hai island area (both natural area and reclamation area) is about 2,650 hectares; Hai Phong international gateway port and non-tariff area is about 2,357.34 hectares.
Handover of Decision approving the detailed planning project of Cat Hai island area of the Zone economics Dinh Vu – Cat Hai.The functions and development orientation of the Cat Hai island area have been clearly identified by Nikken Sekkei Civil. Specifically, the Cat Hai island area of Dinh Vu - Cat Hai Economic Zone is determined to become an industrial city with large-scale ports and logistics projects, acting as the logistics gateway of Northern Vietnam, to promote the advantages of Lach Huyen port.
This is an international port with a throughput capacity of 900,000 TEU/year, a berth length of 750m, and can accommodate ships with a tonnage of up to 100,000DTW. Along with that, the project also sets the goal of developing Cat Hai Island into a "Smart Island" according to an integrated and balanced development model in 3 aspects of society, economy and environment towards sustainable development. This will also be the place where resources are concentrated to build an industrial city and where attention and investment from outside resources is concentrated.
With these goals, the area of Cat Hai island is divided into specific functional areas, such as: 1,400 hectares of industrial land (28% of Cat Hai island area); Logistics land is located behind the seaport, along Tan Vu - Lach Huyen highway; Port land includes the following areas: Lach Huyen port (container port), port for port management and operations staff, inland logistics port, passenger port, liquid cargo port and fishing port; ….
In addition to the land areas for economic development as above, the plan has set aside specific areas for the construction of social facilities such as hospitals, residential land, schools, parks, sea dyke safety corridors, and land areas for the development of green trees, resorts, etc. As a representative of Nikken Sekkei Civil shared, the clear division of land areas with specific construction functions is to create a comfortable and environmentally friendly living and working environment. This is the factor that creates the "intelligence" of Cat Hai island.
Along with that, the technical infrastructure system, especially transportation infrastructure, will be built synchronously, ensuring the best connection with Tan Vu - Lach Huyen highway and Lach Huyen port. New construction of roads and bridges connecting to the Quang Ninh - Lach Huyen route with a cross-section width of 65m, roadbed 4×10.5m wide; and a freight railway connecting Lach Huyen port with Dinh Vu station (Dinh Vu peninsula), and connecting to the national railway network. This planning will be implemented in 4 phases, from 2017 to 2030 and after 2030.
Evaluating the significance of the planning project for the Cat Hai island area, Mr. Do Trung Thoai, Head of the Management Board of Hai Phong Economic Zone (Heza), affirmed that the Cat Hai island area has great advantages in attracting investment. Moreover, the island is located in the coastal economic zone with the greatest investment attraction in Hai Phong. Therefore, to take advantage of this advantage and maximize it, the Cat Hai island area needs to have a worthy and quality plan.
Mr. Thoai also added that currently Hai Phong has attracted more than 2 billion USD of FDI capital and in the near future, there will be 02 more larger projects investing in Dinh Vu - Cat Hai EZ that will be granted investment certificates with a total capital of more than 1 billion USD. Therefore, Mr. Thoai hopes that when this plan is widely announced, it will become a highlight in Hai Phong's investment attraction picture and become a stepping stone for Cat Hai island area to become a major investment attraction.
One of the investors that is taking advantage of these opportunities very well is Rent A Port Group (Belgium). This group has been very successful when investing in Hai Phong with the Dinh Vu Industrial Park infrastructure construction and business project. And at the end of 2015, this Group decided to expand its operations and invest in 03 more Deep C Industrial Parks in Hai Phong and Quang Ninh with the goal of forming a 2,000ha industrial park complex. This complex will include Dinh Vu Industrial Park, Deep C II Industrial Park of nearly 650 hectares, Gateway Industrial Park (Deep C III) of nearly 500 hectares on Cat Hai Island, Hai Phong and Tien Phong Industrial Park (Deep C IV) in Dam Nha Mac area, Quang Ninh. According to Mr. Marc Stordiau, Chairman of Rent A Port Group, the total investment capital of Deep C Industrial Parks is about 800 million USD. Among them, Deep C IV Industrial Park has been approved by Qu provinceNinh province issued an investment certificate and is leveling the site. The Deep C III Industrial Park project is currently waiting for planning approval and continues to complete the necessary procedures to issue an investment certificate.
