According to the assessment, up to this point the progress of the project has been slow and not guaranteed as required, the Permanent Vice Chairman requested the City People's Committee Office to coordinate closely with the Departments of Transport, Natural Resources and Environment, and Finance to review and re-evaluate each stage, clarify responsibilities and report back to the City People's Committee before July 10, 2019; Chairman of the People's Committees of Tien Lang and Vinh Bao districts, based on the approved land price plan, urgently carries out site clearance work to hand over the site to the construction contractor.
For the Project Management Board, the Vice Chairman requested to coordinate closely with local authorities to establish a critical path for construction progress, and direct contractors to increase human resources and equipment to speed up the progress of construction items. In case the contractor is not highly focused on the construction work on the handed over site, the construction is superficial and the overall progress is slow, request a replacement proposal. The Vice Chairman also reminded that during the construction process, issues of traffic safety, labor safety, environmental sanitation must be ensured... On the part of Hai Phong Electricity Company, proactively coordinate with localities and the Project Management Board, continue to move electrical works to ensure the progress of the Project.
According to the report of the Project Management Board, regarding the shortcomings in site clearance work for the above two projects, Tien Lang district still has 176 households that have not approved the compensation plan due to waiting for the 20-day period to publicize the plan to make a decision; There are 114 electric poles that have not yet been relocated, of which 55 poles cannot be moved due to problems with residential land; Vinh Bao district still has 143 households that have not yet agreed to receive money and hand over the land, including 61 households in Tam Cuong commune that have not yet determined the boundaries of land allocation and land use; There are still 177 positions of electric poles that have not been relocated... Regarding the construction of projects, currently on the entire route, contractors have also organized construction sites, focusing on constructing roadbeds, longitudinal ditches, drainage sewers, gravel aggregates of all kinds... to speed up project implementation progress.
