– On the occasion of the 50th Anniversary of establishing diplomatic relations between Vietnam and Japan (1973-2023), on the afternoon of October 24, in Hanoi, under the chairmanship of General Director Nguyen The Manh, Vietnam Social Security organized a dialogue conference on implementing social insurance and health insurance policies with Japanese foreign direct investment (FDI) enterprises in Vietnam. The conference attracted the participation of representatives of more than 100 Japanese enterprises doing business and investing in the northern region of our country.
Attending the Conference, on the Vietnamese side, there were: Mr. Nguyen Minh Vu, Alternate Member of the Party Central Committee, Deputy Minister of Foreign Affairs; Representatives of leaders of ministries, departments, central branches, Hanoi People's Committee and units under Vietnam Social Insurance, Social Insurance of provinces and cities: Hanoi, Hai Phong, Hai Duong, Hung Yen, Bac Giang and Bac Ninh. On the Japanese partner's side, there were: Mr. Yamada Takio, Ambassador Extraordinary and Plenipotentiary of Japan in Vietnam and representatives of leaders of the Japanese Business Association in Vietnam in the Northern region and the Japan Trade Promotion Organization.

Accompanying FDI enterprises to take care of workers' rights
Over the past time, Vietnam Social Insurance has always paid attention and accompanied businesses to ensure good social insurance and health insurance benefits for employees according to regulations. In particular, organizing dialogue with the business community in general and FDI enterprises in particular on social insurance and health insurance policies is a regular activity of the Industry, in addition to many other activities and forms such as: organizing seminars to share experiences, consulting experts, exchanging information, reference documents... to well implement social insurance and health insurance regimes and policies for employees.
In the atmosphere of celebrating the 50th anniversary of the establishment of diplomatic relations between Vietnam and Japan, the Dialogue Conference on implementing social insurance and health insurance policies with Japanese enterprises investing in Vietnam is an opportunity for Japanese enterprises to better understand and understand the system and legal regulations on social security, social insurance, and health insurance in Vietnam. Thereby, helping to build and strengthen the trust and peace of mind of businesses in institutions, policies and legal regulations in general and in the field of social insurance and health insurance in particular. This is also an opportunity for Japanese investors to present comments to help improve mechanisms and policies on social insurance, create conditions for businesses to do business, make long-term, sustainable and stable investments in Vietnam and ensure the rights of employees.

Speaking at the Conference, General Director of Vietnam Social Insurance Nguyen The Manh said that as of September 2023, Vietnam Social Insurance is serving more than 92 million people participating in health insurance and 17.5 million people participating in social insurance, accounting for nearly 40% of the workforce. As for the Japanese business sector, there are currently more than 2.1 thousand enterprises with the number of employees participating in social insurance of 547.1 thousand people, including 545,500 Vietnamese workers and 1,600 foreign workers; Social insurance revenue accounts for more than 13% of total revenue of FDI enterprises in Vietnam.
In the difficult context of the pandemic and post-Covid 19 pandemic, FDI enterprises, including Japanese enterprises, have had many solutions to maintain stability and develop production and business, and "retain" employees; making an important contribution to the recovery and socio-economic development of Vietnam. "Most Japanese businesses comply well with Vietnam's legal policies, including legal policies on social insurance and health insurance," General Director Nguyen The Manh emphasized.
As a Government agency implementing social insurance and health insurance policies, in recent times, Vietnam Social Insurance has proactively deployed solutions to support and accompany businesses and employees. Notably, such as advising and submitting to the Government to issue support policies on social insurance and unemployment insurance for employees and employers facing difficulties due to the Covid-19 pandemic with VND 47.2 trillion, accounting for 45.2% of the Government's total Covid-19 support packages. In addition, Vietnam Social Insurance is also constantly striving to reform, innovate and develop in the direction of professionalism, modernity, sustainability, efficiency, and better meet the satisfaction of people and businesses. To date, the Industry has provided 100% of online public services integrated throughout the entire process on the National Public Service Portal; Quick digital conversion pat each operational stage to help businesses, people, and employees access and fully enjoy social insurance and health insurance benefits.
In particular, the deployment of the VssID-Social Insurance application with more than 32 million users today has created a breakthrough in bringing many utilities to help people and businesses save time and costs when transacting with the social insurance agency. In order to continue spreading the effectiveness of the VssID application in the business community, at this Conference, Vietnam Social Insurance launched the Japanese version of the VssID application to help Japanese employees more conveniently participate in social insurance and health insurance.
Strengthening cohesion and cooperation between Vietnam and Japan on social security
Confirming the increasingly close, substantive and effective cooperative relationship between Vietnam and Japan, Deputy Minister of Foreign Affairs Nguyen Minh Vu said that in recent times, the Vietnamese community in Japan with about 500,000 people, along with the Japanese community of about 20,000 people in Vietnam, have made many positive and practical contributions to the development of the two countries. Along with the development of multifaceted cooperation between Vietnam and Japan, cooperation between Vietnam Social Insurance and Japanese partners in the field of social security in general, effective implementation of social insurance and health insurance policies in particular has achieved many positive results.

In order to create favorable conditions for the Japanese business community investing and doing business in Vietnam as well as the Vietnamese community living and working in Japan, the two countries are carrying out procedures to exchange, update information, and prepare a roadmap for negotiating the bilateral Agreement on Social Insurance between the Government of Vietnam and the Government of Japan. "This is definitely a new milestone in the cooperative relationship in ensuring social security for the people of the two countries," said General Director Nguyen The Manh.
Expressing his joy at the positive developments in Vietnam - Japan relations, Mr. Yamada Takio, Ambassador Extraordinary and Plenipotentiary of Japan in Vietnam, informed that the number of Japanese companies investing in Vietnam is increasing every year. In 2023, the Japanese Business Association in Vietnam has reached about 2,000 member companies. This is the largest overseas Japanese Business Association in ASEAN and the second largest in the world.
Mr. Yamada Takio said that, along with the increase in direct investment activities from Japan into Vietnam, Japanese companies need to understand and well implement Vietnam's social insurance regulations and policies to ensure legal rights and benefits for employees at their companies. Therefore, this Conference will create an opportunity to help Japanese businesses grasp information and learn deeply about social insurance and health insurance policies for employees according to Vietnam's regulations to implement them better and better. Currently, the amendments and supplements to the Social Insurance Law will bring changes to Vietnam's social insurance system in the future, thereby having a great impact on investment trends from Japanese companies.

In addition to providing information about the general picture of the implementation of social insurance and health insurance policies of Japanese FDI enterprises, the Conference took time for representatives of the social insurance agency and Japanese FDI enterprises to exchange, discuss and propose related issues, contributing to perfecting the policy mechanism on social insurance and health insurance, creating conditions for businesses to do business and invest effectively, stably and sustainably in Vietnam and ensure long-term benefits for employees. Accordingly, with the contents under the authority of the Industry, Vietnam Social Insurance will receive opinions and continue to improve internal procedures to create favorable conditions for FDI enterprises in the process of participating in social insurance and health insurance. For contents beyond the authority of the Industry, Vietnam Social Insurance will synthesize opinions to send to relevant agencies.The agencies of the Government of Vietnam consider and resolve... to realize the common goal of ensuring social insurance and health insurance benefits for FDI employees in Vietnam according to regulations, contributing practically to the development process of FDI enterprises and the socio-economic development of the country.
In order to recognize and encourage typical Japanese FDI enterprises with outstanding achievements in organizing and implementing legal policies on social insurance and health insurance, at the Conference, General Director of Vietnam Social Insurance Nguyen The Manh and representatives of leaders of relevant ministries and branches awarded the Medal "For the cause of Vietnam Social Insurance" to individuals belonging to Japanese agencies and organizations in Vietnam who have actively contributed to the process of building and developing development of Vietnam's social insurance industry. At the same time, awarded Certificates of Merit to 20 typical Japanese FDI enterprises with outstanding achievements in implementing the law on social insurance and health insurance in 2023./.
