Implement synchronously and drastically solutions to prevent budget revenue loss, mobilize the entire political system to participate in budget collection, ensuring budget revenue sources accurately reflect the city's economic strength; create new revenue sources, especially large and sustainable revenue sources. Tighten discipline, practice thrift, combat waste in budget spending, and strictly handle violations of budget revenue and expenditure management. At the same time, continue to innovate the budget allocation mechanism towards focus, focus, efficiency, decentralization of authority, improve initiative and responsibility for districts, gradually increase the proportion of investment expenditure, striving to 2025 development investment expenditure account for 60% of city budget expenditure; source priorityn resources for key programs, projects, works and social security fields, with a targeted additional priority mechanism for localities with budget revenues exceeding assigned estimates.

2. Innovate the growth model, restructure the economy according to the development orientation of 03 main pillars: high-tech industry, seaports - logistics, tourism - trade
Restructure the industry in the direction of focusing on developing key industries such as: automobile industry, machine manufacturing, electronics and information technology and high-tech industrial products... Mobilize resources to develop high-tech industrial park infrastructure, striving to have 15 more industrial parks and 23 industrial clusters meeting modern standards by 2025.
Build and develop Hai Phong to become a key national and international seaport and logistics service center.
Build and develop Cat Ba, Do Son, Vu Yen tourist areas to become international tourism centers, promote the special historical and cultural heritage values of Hai Phong, and make Hai Phong a major tourism center of the country. Encourage and create favorable conditions to attract investment in building modern commercial centers, financial and banking centers, and proactively integrate into the international economy, increase exports, and effectively exploit free trade agreements.
