DECISION
On the promulgation of the List of Priority Projects for Investment Attraction
in Hai Phong City, 2026-2030 period
HAI PHONG CITY PEOPLE'S COMMITTEE
Pursuant to the Law on Organization of Local Government dated June 16, 2025;
Pursuant to the Law on Investment dated December 11, 2025;
Pursuant to Decree No. 96/2026/ND-CP dated March 31, 2026 of the Government detailing and guiding the implementation of a number of articles of the Law on Investment;
Pursuant to Resolution No. 50-NQ/TW dated August 20, 2019 of the Politburo on the orientation to complete institutions and policies to improve the quality and efficiency of foreign investment cooperation until 2030; Resolution No. 58/NQ-CP dated April 27, 2020 of the Government promulgating the Government's Action Program to implement Resolution No. 50-NQ/TW dated August 20, 2019 of the Politburo;
Pursuant to Resolution No. 11-NQ/TU dated July 15, 2026 of the City Party Committee on strengthening leadership and direction of tasks to achieve the GRDP growth target of 13% or more in 2026;
Pursuant to Decision No. 5455/QD-UBND dated December 31, 2025 of the Chairman of Hai Phong City People's Committee on the approval of the adjusted Master Plan of Hai Phong City for the period 2021-2030, with a vision to 2050;
At the proposal of the Department of Finance in Official Letter No. 402/TTr-STC dated September 09, 2026.
DECIDES:
Article 1. To promulgate the List of Priority Projects for Investment Attraction in Hai Phong City, 2026-2030 period (Details are provided in the attached Appendix).
Article 2. Organization of implementation
1. Assign the Department of Finance:
- To be the focal agency for implementing the List of Priority Projects for Investment Attraction in Hai Phong City during the 2026-2030 period; to announce the List of Priority Projects for Investment Attraction; to provide information, serve investment promotion, introduction, and call for investment; to coordinate with departments, agencies, People's Committees of communes, wards, special zones, and relevant agencies and units to guide investors in researching and proposing projects as regulated.
- To preside over monitoring and synthesizing the implementation of the List; based on the socio-economic development orientation, the Hai Phong City Master Plan for the period 2021-2030, with a vision to 2050, and relevant sectoral and field plans, to promptly advise the City People's Committee to consider adjusting and supplementing the List as regulated.
2. Departments, agencies; People's Committees of communes, wards, special zones, and relevant agencies and units: According to their assigned functions and tasks, to proactively provide information and guide relevant organizations and individuals in the process of researching and implementing investment and business activities in the city; to coordinate in resolving or advising competent authorities to resolve related issues within their authority and legal provisions.
Article 3. This Decision takes effect from the date of signing and promulgation and replaces Decision No. 3118/QD-UBND dated December 22, 2023 of the People's Committee of Hai Duong province (old) on the promulgation of the List of Projects, industries, and trades for investment attraction, restricted investment attraction, and non-investment attraction in Hai Duong province, 2024-2030 period; Decision No. 1675/QD-UBND dated June 19, 2023 of the People's Committee of Hai Phong City on the approval of the List of projects calling for foreign investment for the period 2023-2025, with an orientation to 2030, and Decision No. 5052/QD-UBND dated December 11, 2025 of the City People's Committee on the promulgation of the List of industrial projects encouraged for investment and not encouraged for investment in Hai Phong City for the period 2025-2030.
Article 4. The Chief of the Office of the City People's Committee; Heads of Departments, agencies; Chairmen of People's Committees of communes, wards, special zones, and Heads of relevant agencies and units are responsible for implementing this Decision./.
