The City People's Committee Office has just issued Notice No. 118/TB-VP conveying the Conclusion of Standing Vice Chairman of the City People's Committee Le Anh Quan at the meeting to listen to reports on the plan to renovate and rebuild old apartments in the city.
Accordingly, after reviewing the report of the Department of Construction and opinions of relevant agencies and units at the meeting on March 25, 2026, the Standing Vice Chairman of the City People's Committee concluded and gave specific instructions to relevant departments, branches, localities and units to speed up the implementation of tasks.
Regarding the development of a plan to renovate and rebuild old apartments in the city, the Standing Vice Chairman of the City People's Committee requested the Department of Construction to preside and coordinate with the People's Committees of wards with old apartments to continue implementing the direction of the Chairman of the City People's Committee in Notice No. 697/TB-VP dated December 9, 2025; Review and specifically classify housing use cases in the apartment core and the housing usage status (whether the house is actually used or not, whether the house is vacant or sublet); Responsible to the City People's Committee for reviewed and reported data.
The People's Committees of the wards: Gia Vien, Ngo Quyen, Le Chan, An Bien, Hong Bang are responsible for organizing the review and immediately providing detailed data on households below ground, outside the apartment core (Details for each household, status of legal documents on land, housing...) to send to the Department of Construction.
The Department of Construction urgently completes the Master Plan for renovating and rebuilding old apartments in the city; Report to the City People's Committee before April 2, 2026. In particular, clarify the following contents: Group of apartment buildings continue to exploit and use; maintenance, repair and renovation roadmap; Estimated resources for implementation (attached with statistical table in order of priority). Group of dangerous apartment buildings must be demolished; Priority order and roadmap for relocating households (attached to statistical table).
Classification of criteria and conditions to guide the use of land fund at the old apartment location after demolition; implementation resources; order and procedures for implementation. Clarifying the legal basis, policy mechanisms, and standard conditions for applying compensation and support; Temporary settlement and resettlement plans for each apartment building that must be demolished, and for each specific group of house users; Preliminary assessment of the amount of money households must compensate to own a house at the resettlement location.
Research and propose the creation of a housing fund belonging to the city's public property according to regulations to serve temporary residence and resettlement (rent/buy) for subjects who have to relocate from the old apartment building but are not allowed to resettle on the spot; for subjects who must recover land for site clearance to implement projects; implementation roadmap and resources.
Propose procedures, order, and roadmap for implementing and adjusting Resolution No. 04/NQ-HDND dated April 12, 2022 of the City People's Council. Note additional scope and implementation time; Update and maximally apply newly issued policies and legal regulations in the field of housing and land to apply compensation, support and resettlement for households; Clarify the housing fund for resettlement (rent/buy on-site or at another location) to disseminate information to households, comply with regulations and support the city's policies. When relocating and reclaiming old apartments (dangerous old apartments that do not ensure safe use, to carry out urban beautification projects, to renovate and rebuild apartments...), it is necessary to have a plan for compensation, support, and space arrangement.Temporary housing and resettlement arrangements for users (inside and outside) of old apartment buildings.
The Department of Construction requests participation and suggestions from the Department of Housing and Real Estate Market Management (Ministry of Construction) to complete the Plan.
The Standing Vice Chairman of the City People's Committee assigned the Departments of Finance, Agriculture and Environment, Justice and People's Committees of relevant wards to proactively guide and coordinate with the Department of Construction in reviewing data and developing a plan to renovate and rebuild old apartments in the city to ensure progress and quality. The City People's Committee Office urges the Department of Construction to urgently complete the Plan to renovate and rebuild old apartments; Propose and arrange a schedule for the City People's Committee leaders to hear a specific report from the Department of Construction on the above content.
Regarding renovating and rebuilding apartments with non-budget capital sources, the Standing Vice Chairman of the City People's Committee assigned the Department of Construction to preside over and work with relevant agencies and units to proactively work with competent and reputable investors to implement procedures for implementing investment projects to rebuild apartment buildings according to the Plan. Note the financial plan to attract interested investors: Research the plan to separate public infrastructure (if any) to invest in independent projects using public investment capital to ensure profits when implemented./.
