On September 24, 2025, the City People's Committee issued Document No. 2441/UBND-XDCT on performing tasks in preparing documents to propose investment policies/adjusting investment policies, approving project information and organizing bidding to select investors to implement investment projects using land in the city. Accordingly, the City People's Committee assigned tasks to the Department of Construction and Project Management Board. West Hai Phong Construction Investment Project, Hai Phong City Land Fund Development Center and Commune People's Committee are the organizing units to prepare and submit for appraisal the application for approval of investment policy/project proposal for investment projects using land applying the form of bidding to select investors in Hai Phong city.
On October 29, 2025, the Department of Finance issued Document No. 7877/STC-QLDTNNS requesting the Department of Construction, Western Hai Phong Construction Investment Project Management Board, Hai Phong City Land Fund Development Center and Commune People's Committee to urgently organize the preparation of documents requesting approval of investment policies/project proposal documents according to the list of land plots to conduct bidding to select investors to implement investment projects. whose land use in the city has been decided by the People's Council. However, through review, up to now there are still some units that have not implemented it.
Therefore, to have a basis for implementation, the Department of Finance requests the Department of Construction, the Western Hai Phong Construction Investment Project Management Board, the Hai Phong City Land Fund Development Center and the Commune People's Committee to urgently organize the preparation of documents requesting approval of the investment policy/project proposal; sent to the Department of Finance for appraisal before submitting for approval according to regulations.
During the implementation process, if difficulties or problems arise, the assigned units are requested to contact the Department of Non-Budget Investment Management - Department of Finance for guidance, answers or to summarize and report to competent authorities for consideration and handling.
