According to the PAR INDEX Administrative Reform Index ranking, the people's satisfaction index with the services of administrative agencies (SIPAS) in 2023, Hai Phong city ranked 2nd out of 63 provinces and cities.

PAR INDEX is determined through 8 component indexes including: direction and administration of administrative reform; develop and organize the implementation of legal documents; administrative procedure reform; reforming the organization of the state administrative apparatus; Build and improve the quality of cadres, civil servants and public employees; innovate financial mechanisms for administrative agencies and public service units; modernize the administration; Implement the one-stop shop mechanism and the interconnected one-stop shop mechanism.
