In particular, the National Assembly and the National Assembly Standing Committee have promptly issued many policies to remove difficulties, support production and business, promote epidemic prevention, and increase vaccination, making an important contribution toeconomic recovery. The delegates all appreciated the positive results in recovery and socio-economic development from the end of 2021 to the first months of this year. Regarding the implementation of Resolution No. 42/2017/QH14 of the National Assembly on piloting bad debt handling of credit institutions, delegate La Thanh Tan agreed with the State Bank's report in operating monetary policy, credit and banking operations with outstanding results. Monetary policy tools are operated proactively, flexibly and synchronously; There is close coordination with fiscal policy to regulate liquidity to stabilize the currency market. There is also targeted control and capital supply for economic recovery and development.
Regarding the practice of thrift and combating waste, through discussion, some delegates agreed to recommend that the Government need to have a specific assessment of the promulgation of standard norms, taking it as a measure of the effectiveness of thrift practice; At the same time, there needs to be a mechanism to encourage agencies and units to practice thrift, as well as reward individuals and groups that detect wasteful incidents... However, National Assembly delegate Tong Van Bang (Hai Phong Delegation) said that in addition to streamlining payrolls, the Government needs to research and consider increasing salaries for officials and civil servants. National Assembly Delegate Tran Luu Quang, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong city requested the Government to provide guidance on the implementation of specific policy mechanisms for localities, including Hai Phong. The National Assembly issued Resolution 35 on piloting specific mechanisms and policies to develop Hai Phong city from November 2021, but there are still many regulations awaiting guidance. The city hopes to soon have detailed and specific instructions so that the National Assembly's Resolution can quickly come to life. Regarding practicing savings and combating waste, National Assembly delegate Tran Luu Quang mentioned the effectiveness in the policy of streamlining staff. However, according to delegates, in reality many problems are still occurringThe problem is that where it is needed, staffing cannot be increased. Where there is staffing, the effectiveness is not as expected. Therefore, delegates suggested increasing decentralization to localities in terms of staffing, so that localities have the right to be proactive, ensuring flexibility in using staffing, meeting the requirements of assigned tasks.
Regarding disbursement of public investment capital, National Assembly delegate Tran Luu Quang commented that the pressure is huge, as in Hai Phong, the investment resources are quite large, currently more than 5,000 billion VND has not been allocated but the disbursement progress is very slow. One of the reasons for holding back is the fear of making mistakes and not daring to do anything. From that reality, delegates suggested the need to research specific and clear regulations and principles. If any officer intentionally commits wrongdoing, he or she will be severely punished. But if the error is due to risk or mechanism, it also needs to be considered and clearly identified to encourage and motivate officials.
Participating in the discussion at the Group, National Assembly Chairman Vuong Dinh Hue stated clearly that the 13th Congress Resolution sets a 5-year goal of achieving an economic growth rate of 6.5 - 7%. In 2022, the National Assembly sets a growth target of 6 - 6.5%, plus 2% from implementing the policy package according to Resolution 43 of the National Assembly, the whole year growth target will be 8 - 8.5%. However, economic growth in 2021 according to the Government's official report only reached 2.58% (compared to 2.91% reported). The budget increased by 9 times the estimated amount but growth decreased. Therefore, the most important issue now, according to the Chairman of the National Assembly, is how to achieve an economic growth rate of 8-8.5% in 2022 and achieve the 5-year goal as N.resolution proposed by the 13th Party Congress. This is a huge challenge.

Sharing the concerns of National Assembly delegates such as slow disbursement of public investment, disbursement of fiscal and monetary policy packages under Resolution 43 too slowly..., the Chairman of the National Assembly stated that these are also issues that the National Assembly and the Government are very concerned about. "Budget spending in general is currently very difficult due to the economy's very low ability to absorb capital. Public investment is also very low, the whole year of 2021 only reached more than 70%, ODA capital is only disbursed 32.85%. The economic stimulus package has not yet been disbursed, currently there is a list sent to the National Assembly Standing Committee, only the list name is available, not the projects have been prepared for investment. The health policy package does not have a list yet. No investment. Support "Wave and computer for me" has not been disbursed yet...".
Pointing out this fact, the Chairman of the National Assembly requested delegates from close practice with the locality to carefully analyze this issue. Money is there but cannot be spent. Even on procurement issues related to the prevention and control of the Covid-19 epidemic, the National Assembly and the Government have issued a resolution allowing purchases under special, special and specific mechanisms, but there is a situation where some places do not dare to buy and some places buy wrongly. "During the economic recovery period, if money cannot be spent, I don't know why the problem is. It must be made clear. The institution is not a problem at all. The National Assembly allows the application of special, specific, special policy mechanisms, allowing even direct contracting, which is already at the highest level, there is nothing more that can be opened," the Chairman of the National Assembly affirmed.
The Chairman of the National Assembly stated clearly: "The capital absorption capacity of the economy and state budget spending is very low. Reading the 2021 budget settlement, you will see that this situation has lasted for several years, one year in which transfer expenditure is more than 600 trillion VND. It is not that there is no money, it is that there is money but cannot be spent. The National Assembly and the Government are both worried about this issue, comrades are the closest people in the locality to see the reason. Why can't it be solved? There needs to be new solutions to old problems, problems that have persisted for many years, but what is the new solution? If we don't discuss this issue, the National Assembly and the Government will not be able to change in practicecentrally, but at what level is it implemented at the grassroots level? The Chairman of the National Assembly requested delegates from close practice at localities, ministries and branches to focus on discussing and making proposals to the National Assembly and the Government on this issue.
In response to some opinions that it is necessary to promulgate a Law or have a higher legal framework to handle bad debt, National Assembly Chairman Vuong Dinh Hue stated clearly that Resolution 42 is the law on handling bad debt. Due to special circumstances, the National Assembly issued this Resolution. In principle, the specific mechanisms in this Resolution only apply for a certain period of time. There is no separate law on bad debt handling anymore. There is no other framework because this framework (according to Resolution 42) is already the highest. Now the National Assembly has decided to allow the extension until the end of 2023. During that process, there must be regulations submitted to the National Assembly for amendments in the Law on Credit Institutions, no later than the first session of 2023 so that when Resolution 42 expires and in 2024, there will be a Law on Credit Institutions to replace it.
