Reduce personal information that must be declared in business registration documents

Implement Resolution No. 136/NQ-CP dated December 27, 2017 of the Government on simplifying administrative procedures and citizen documents related to population management within the scope of state management functions of the Ministry of Planning and Investment and the Project to develop application of population data, electronic identification and authentication to serve national digital transformation in the period 2022-2025, with a vision to the year 2017. 2030 (Project 06), the Ministry of Planning and Investment is researching and amending regulations on business registration in the direction of reducing the fields of personal information that must be declared when carrying out administrative procedures for business registration on the basis of exploiting citizen information in the National Population Database.

On July 18, 2024, the Government issued Decree No. 92/2024/ND-CP on registration of cooperative groups, cooperatives, and cooperative unions. The Decree takes effect from the date of signing. Implementing Resolution No. 136/NQ-CP of the Government on simplifying administrative procedures and citizen documents related to population management within the scope of state management functions of the Ministry of Planning and Investment, the Decree has supplemented regulations on the use of personal identification numbers when carrying out procedures for registering cooperatives and cooperative unions. Accordingly, in case the person carrying out the procedure for registering a cooperative or cooperative union declares a personal identification number, the majority of personal information that must be declared can be reduced based on the exploitation of citizen information in the National Population Database.residence, creating favorable conditions and saving time in carrying out administrative procedures.

Reducing the information fields that must be declared and the documents that must be submitted when carrying out administrative procedures on the basis of connecting and sharing data between state agencies is a major policy in reforming administrative procedures, contributing to creating convenience for people when registering a business, helping people reduce the burden of declaring information and preparing documents. In addition, exploiting information from the National Population Database with the updated criteria of "correct, sufficient, clean, living" also contributes to improving the accuracy of personal information declared in cooperative registration documents, limiting violations such as "borrowing", "picking up" or arbitrarily using other people's personal information to declare in business registration documents as before.

Following Decree No. 92/2024/ND-CP and Circular No. 09/2024/TT-BKHDT, the Ministry of Planning and Investment is also researching and amending regulations on business registration and business households according to the policy of simplifying administrative procedures and reducing personal information that must be declared. As expected, revised documents regulating enterprise and business household registration will also be issued in the near future.
