According to the report, the total disbursed capital as of September 18, 2026, is VND 25,034 billion; the planned capital allocated for 2026 is VND 24,538 billion, achieving 63.3% of the Prime Minister's plan and 66.4% of the disbursement scenario plan (capital after deducting 5% savings). Extended capital is VND 496 billion, achieving 84.4% of the extended capital plan.
As of September 18, 2026, 100 out of 125 investors and localities achieved a disbursement rate of 66.4% or higher. Some localities achieved a disbursement rate of over 80%; 25 out of 125 investors and localities achieved a disbursement rate below 66.4%; some units and localities disbursed less than 50%...


As of the end of September 15, 2026, there were 388 projects in the city requiring site clearance (GPMB), with a total area of 52,545,347 m² to be cleared, affecting 56,976 households and 507 organizations. Of these, 214 projects used capital from the budget, accounting for 55.2%; 174 projects used non-budgetary capital, accounting for 44.8%.
The entire city has cleared 34,381,531 m² for 37,812 households and 317 organizations, achieving 65.4% of the total area to be cleared; the amount spent on site clearance according to decisions is VND 21,624.8 billion, of which VND 7,032.3 billion is for budgetary projects and VND 14,592.5 billion for non-budgetary projects…

Speaking at the meeting, Vice Chairman of the City People's Committee Le Trung Kien welcomed and acknowledged the active efforts of departments and localities in public investment capital disbursement and site clearance. The Vice Chairman of the City People's Committee requested Project Management Boards and localities to strictly implement the directives of the Chairman of the City People's Committee in Notice No. 555/TB-VP dated September 17, 2026, determined to achieve a minimum disbursement of 75% of the allocated capital plan; accelerate the construction progress of projects; promptly carry out acceptance procedures and payment dossiers to disburse immediately upon completion of work volume. Localities are urged to promptly implement auction procedures to ensure revenue in 2026 for timely disbursement according to the allocated capital plan. For localities expected to increase land revenue, they should proactively adjust estimates and supplement public investment plans within their authority to ensure disbursement capacity in 2026.
Project Management Boards, investors, and localities need to overcome the shortcomings and limitations identified during project implementation, apply lessons learned from investors and localities with good disbursement performance; focus on implementing tasks and solutions directed by the City People's Committee and its leadership. At the same time, the Vice Chairman of the City People's Committee assigned the Department of Finance to lead the research on portfolio management and capital allocation throughout the project implementation process; the Department of Construction to standardize data and establish a mechanism for quick support to projects; the Department of Science and Technology to research a unified QR code for each project (specific information and data of the project).
