Regarding the project to establish a city within a city in Thuy Nguyen district: The plan is to establish Thuy Nguyen city on the basis of the entire natural area and population size of Thuy Nguyen district; adjust a part of the natural area of Dong Hai 1 ward, Hai An district in the Vu Yen island area to create favorable conditions for state management of clear administrative boundaries, long-term stability and convenience for planning and socio-economic development in the Vu Yen island area; Arrange 37 administrative units of communes and towns in Thuy Nguyen district to establish 21 commune-level administrative units (17 wards and 04 new communes), reducing 16 commune-level administrative units.

Regarding the project to establish district administrative units in An Duong district: to establish An Duong district on the basis of arranging 16 administrative units of communes and towns in An Duong district to establish 10 wards in An Duong district and adjusting the status quo of 03 communes (Dai Ban, An Hong, An Hung) in An Duong district to Hong Bang district.
Adjusting the boundaries of An Duong district to expand Hong Bang district with the plan: adjusting the original natural area and population size of 03 communes (Dai Ban, An Hong, An Hung) in An Duong district to be managed by Hong Bang district and establishing 03 wards (Dai Ban, An Hong, An Hung) in Hong Bang district; Arrange and merge 03 wards (Ha Ly, Trai Chuoi and Thuong Ly) in Hong Bang district to form 1 new ward.

At the same time, focus on implementing projects to establish a city within a city in Thuy Nguyen district; Adjust administrative units of Hong Bang district and An Duong district. The Ministry will preside over the development of an interdisciplinary plan with the Ministry of Construction, unify the content, and assign specific tasks to coordinate, urge, and jointly resolve problems.
