The Government has just issued Resolution No. 26/NQ-CP promulgating the Government's Master Plan and 5-year plan to implement Resolution No. 36-NQ/TW dated October 22, 2018 of the Eighth Conference of the 12th Party Central Committee on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045.

The master plan to 2030, vision to 2045 provides 6 contents and solutions on sea and ocean governance, coastal zone management; on marine and coastal economic development; on improving people's lives, building a marine culture and a society that is close and friendly to the sea; on science, technology, and marine human resource development; on the environment, responding to natural disasters, climate change and rising sea levels; ensure national defense, security, foreign affairs and international cooperation.
In particular, regarding marine and coastal economic development, the resolution proposed by the Resolution is to invest in developing infrastructure and technical facilities of the tourism industry for key areas and driving force areas for coastal and island tourism development; Encourage and create conditions for all economic sectors to participate in the development and formation of complex tourism service areas, large-scale service projects, high-quality shopping and entertainment centers, various types of eco-tourism, scientific exploration, and community tourism.
Pilot the development of tourist routes to islands and offshore areas combined with other marine services. Promoting tourism promotion, diversifying products, product chains, and world-class marine tourism brands on the basis of biodiversity conservation, promoting the unique natural, cultural, and historical heritage values of regions and regions, connecting with international tourist routes.
In addition, develop the seaport system according to a comprehensive and unified plan on a national scale to meet the requirements of industrialization and modernization of the country; create technical facilities to quickly integrate our country and be competitive in seaport operations with other countries in the region and the world.
Continue to search and explore minerals, oil and gas, and non-traditional forms of hydrocarbons in deep offshore sedimentary basins to increase mineral, oil and gas reserves. Improve exploitation efficiency, increase recovery coefficient of marine mineral resources associated with deep processing; Harmoniously combining exploitation and processing with environmental protection and marine biodiversity conservation.
Focus on developing marine and coastal aquaculture in the direction of modern, commodity production and high-tech application. Prioritize the conversion of a number of fishing occupations that are destructive to aquatic resources and banned occupations to reduce the intensity of fishing in the seas; Promote the development of offshore and ocean fishing in an industrial direction, linking sustainable exploitation with protection and development of aquatic resources.
Build and operate appropriate models of production organization in aquaculture and seafood exploitation; improve productivity, quality, efficiency, in accordance with environmental conditions and aquatic resources; improve living standards for the fishing community, contributing to ensuring national defense and security on the country's seas and islands.
Regarding improving people's lives, building a marine culture, a close-knit, sea-friendly society, the Resolution clearly states, supplementing and fully building socio-economic infrastructure, especially electricity, fresh water, communications, health care, and education on the islands. Ensure that people living and working in coastal areas and islands have access to and use quality medical services to improve people's health.
Build, perfect and develop cultural institutions for marine and coastal communities, including facilities, organizational apparatus, personnel, regulations and operating funding sources. Maintain, restore and develop festivals, historical and cultural relics; Preserve cultural space, architecture and natural heritage, maintain and develop typical cultural centers in coastal provinces and centrally run cities.
Implement education, raise awareness, knowledge, understanding of the sea and ocean, ability to survive, adapt to climate change, rising sea levels, prevent and avoid natural disasters for students at all levels of education.
Regarding science, technology, and development of marine human resources, the Government requires innovation, creativity, application of scientific achievements, advanced technology and promoting marine science and technology research associated with basic marine surveys.
Formation of scientific research centers, application of advanced and excellent technology: marine biotechnology, space technology in marine monitoring, deep seabed exploitation on the basis of inheritance and development of available resources.
Training high-quality marine human resources; Have a mechanism to attract domestic and international experts, scientists, and high-quality human resources to work and contribute to the country's island cause.
Promote cooperation, enlist the support of partners, international and regional organizations to develop human resources, maritime infrastructure, scientific research and application of modern technology to marine economic sectors, environmental protection, natural disaster prevention and control and adaptation to climate change and rising sea levels.
Regarding the environment, responding to natural disasters, climate change and rising sea levels, we will continue to review, develop and effectively implement schemes, projects and tasks under the Key Program for basic investigation of marine and island resources and environment.
Complete the integration and digitization of the sea and island database of ministries, branches and localities with the national marine database; Investing in upgrading technology infrastructure to ensure the input, update, exploitation and sharing of data for information systems and sea and island databases of ministries, branches and localities.
Invest and consolidate infrastructure and synchronous equipment for the collection and treatment system of hazardous waste, wastewater, and domestic solid waste to meet environmental standards and carry out collection and treatment. Implement planning for economic zones, industrial parks, industrial clusters and coastal urban areas approved by competent authorities to ensure sustainability, rely on the ecosystem, intelligently adapt to climate change, sea level rise, and meet legal regulations on environmental protection.
Invest in building marine animal rescue centers in a number of marine protected areas. Invest in building smart urban systems to adapt to climate change and sea level rise in coastal provinces and centrally run cities.
The Government requests the National Steering Committee for the implementation of the Strategy for Sustainable Development of Vietnam's Marine Economy to 2030, with a vision to 2045, to comprehensively direct the implementation of this Resolution; Periodically organize preliminary and final reviews to comprehensively evaluate the implementation of Resolution No. 36-NQ/TW to report to the Government.
