(Haiphong.gov.vn) – On the morning of June 13, the Working Group to urge and prevent loss of import and export tax held a meeting to report on the results of activities in the first 6 months of 2019. Attending the meeting were Vice Chairman of the City People's Committee Nguyen Van Thanh and leaders of departments, branches, and Customs Department of Hai Phong city.
According to the report of the Hai Phong City Customs Department, to ensure the 2019 state budget collection task assigned by the Ministry of Finance, the Working Group advised the city Customs Department to issue Official Dispatch 2942/HQHP-TXNK directing units to seriously carry out the state budget collection task and apply measures to prevent revenue loss. As of June 10, 2019, state budget revenue in Hai Phong area was 27,276 billion VND, reaching 67% of the target assigned by the Ministry of Finance. Of which, the revenue from preventing loss of import and export tax revenue is 160 billion VND. In addition, the City Customs Department inspected, supervised, and urged the timely handling of confiscated goods and goods in stock in the area, collecting VND 9,699 billion to the state budget.
Hai Phong City Customs Department has directed units to inspect and review late tax payment amounts in cases of tax assessment, additional tax declaration and tax guarantee; Regularly review virtual declarations mistakenly transmitted by businesses to cancel them, avoiding the phenomenon of virtual tax debt; Focus on reviewing and firmly grasping the tax debt situation; take measures in accordance with regulations to avoid cases where this year's outstanding debt is higher than last year's; Strengthen inspection and review of goods that have had results of analysis and classification by the Ministry of Finance, the General Department of Customs, and the City Customs Department to promptly collect all outstanding taxes paid into the state budget; Strengthen the inspection of goods origin in accordance with the direction of the General Department of Customs to ensure tcollected in full and collected according to regulations; comply with regulations and instructions of the sectors; Promote administrative reform, modernize customs, apply information technology in professional activities to facilitate import and export activities.

Through listening to reports, discussions, and comments from members of the Working Group in the field of preventing import and export tax loss, Vice Chairman of the People's Committee Nguyen Van Thanh commented that the City Customs Department has invested in specialized customs operations to create convenience for businesses as well as avoid loss of import-export tax revenue. With that investment, inspection and detection of violations and commercial frauds have gradually decreased; Organize a review of cases with C/O import codes to collect correctly and fully.
The Vice Chairman applauded the City Customs Department for its great efforts and responsibility in coordinating with departments and branches to build information data and deploy software to ensure effective synchronization to avoid congestion in import-export activities, to ensure tax loss avoidance and tax debt collection very well in the first 6 months of the year.

In the coming time, to continue promoting the work of preventing import-export tax loss, Vice Chairman Nguyen Van Thanh assigned the Department of Finance to preside with the Customs Department of Hai An city and district to guide businesses to operate effectively. Regarding backlogged goods and confiscated goods, it is recommended that the City Customs Department and the Department of Finance advise the city to handle the right subjects, in accordance with the law, to ensure both deterrence and avoidance of revenue loss. It is recommended that the Department of Finance advise the city to develop a list of price appraisal units, consulting units with qualifications and reputation for the appraisal of unofficial imported goods. It is recommended that the Department of Finance and the City Customs Department advise the city on increasing administrative reform workg better in the field of export and import to create conditions for the city's port and sea to develop. Regarding the proposal to increase export and import revenue, departments and branches advise city leaders to provide timely instructions to avoid loss of state budget revenue.
