Reporting at the meeting, on behalf of the Party Committee of the City People's Committee, Chairman of the City People's Committee Nguyen Van Tung said that in the first 6 months of 2019, with the clear and drastic direction of the City Party Committee, People's Council and People's Committee, the efforts, innovation, creativity, determination and high solidarity of all levels, branches, localities, units and people, the economy - The city's society continues to achieve outstanding and comprehensive results in all fields.

GRDP economic growth rate is estimated at 16.3% (yearly plan increased by 15.5% or more), the highest ever, reflecting the strong development of the city's economy; The index of industrial production (IIP) is estimated to increase by 23.5% (the whole year plan increases by 22%); Total export turnover in the area is estimated at 7,075.2 million USD, an increase of 80.95% over the same period, equal to 70.22% of the plan; The output of goods passing through the port is estimated at over 56.58 million tons, an increase of 9.83%, equal to 43.79% of the plan; Attracting tourists is estimated at over 3.98 million, an increase of 11.86%, equal to 43.85% of the plan; State budget revenue in the area is estimated at 44,586.5 billion VND, an increase of 43.5% over the same period. The city's investment and business environment continues to improve, attracting more peopleMany large domestic enterprises invest in the city. Attracting foreign investment has had positive results, as of May 29, 2019, there were 38 newly granted projects and 20 projects adjusted to increase capital, reaching 438.73 million USD. Infrastructure is focused on investment by the Central Government and the city, creating new breakthroughs, especially traffic infrastructure, urban infrastructure, commercial and service infrastructure. The cultural and social field has had positive changes, the material and spiritual life of the people has been improved.

The city has focused heavily on building an Action Program to implement Resolution No. 45-NQ/TW of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045. Proactively and actively prepare working reports with the Document Subcommittee and the Socio-Economic Subcommittee of the 13th Party Congress. Organize and coordinate to organize a cooperation conference between Hai Phong city and Hanoi city and provinces: Thai Binh, Hai Duong, Quang Ninh. Organized the 9th session of the XV City People's Council to approve many projects and schemes to develop important transport and social infrastructure to initially implement inter-regional connectivity according to the orientation of Resolution 45-NQ/TW of the Politburo.

For socio-economic targets for the 2015 - 2020 term, the Resolution of the 15th City Party Congress has set out 20 main socio-economic development targets. Based on the results of implementation of the 3 years 2016 - 2018, estimated implementation of the first 6 months of 2019, forecast of results for the 2 years 2019 - 2020, it is predicted that out of 20 targets set by the Congress, 11 targets will be completed beyond the Congress target, 8 targets will be completed and 1 target will not complete the Congress target. The target of not achieving the target set by the Congress is that the average life expectancy in 2020 is expected to reach 75 years old (target 77 years old).

Speaking at the conclusion of the meeting, City Party Committee Secretary Le Van Thanh acknowledged the efforts of party committees, authorities, departments, branches and localities in recent times with many outstanding results, high economic growth indicators compared to the same period, with targets exceeding the yearly plan. He also pointed out some shortcomings such as disbursement of public investment capital still slow compared to the past 4 years, only reaching 23%; The implementation of resolutions of the City People's Council and the progress of land allocation for BT projects are still slow.

Regarding the tasks for the last 6 months of 2019, the City Party Secretary suggested that the City People's Committee needs to review works and projects that are behind schedule; Review, rearrange staff, handle staff who are not enthusiastic, responsible, not determined in their work, and do not complete assigned tasks, then we must not let that staff participate in planning staff work in the coming period. Along with that, we are reviewing the implementation of the Resolutions of the City People's Council. The resolutions issued are correct and meet the people's expectations, but the implementation progress is not satisfactory. He agreed with the key tasks and solutions that need to be focused on direction in the last 6 months of the year stated by the Party Committee of the City People's Committee. At the same time dIt is recommended to continue to strongly strengthen budget revenue and expenditure management. Regarding urban management issues, the Standing Committee of the City Party Committee agreed to request the City People's Committee to direct urban management groups that are piloting in localities to continue maintaining urban management groups and strongly deploy work to ensure good urban management in the area; Research and advise on allocating resources for new rural construction in the next phase.

The Standing Committee of the City Party Committee also agreed to assign the City People's Committee to direct the Department of Education and Training to develop a project to waive all tuition fees for students from preschool to high school according to the roadmap for approval at the year-end People's Council meeting in December 2019, accordingly, by 2020, tuition will be waived for middle school students, and by 2021, tuition will be waived for high school students; Direct the Department of Labor, War Invalids and Social Affairs to develop a project to present at the City People's Council meeting in December 2019 on mechanisms and policies to support bricks and cement for poor households throughout the city. Comrade Secretary of the City Party Committee affirmed that the city's viewpoint is that social security and social welfare work must always be one step ahead of the city's socio-economic development; and topicFor each resolution issued by the City People's Council, monthly and quarterly reports and statistics must be made to evaluate the implementation situation, and must be reviewed to ensure that the resolutions are spread among the people.

Regarding Party building work, the Secretary of the City Party Committee requested that all levels and sectors need to focus highly on implementing Resolution No. 45 of the Politburo, and soon deploy the Action Program to implement the Resolution. Along with that, we must both carry out socio-economic development tasks and focus on implementing tasks to advance to Party Congresses at all levels, towards the 16th City Party Congress.
