Decision approving the request to develop legal documents
DECISION:
Article 1. Approve the request to develop a draft Decision stipulating the preparation, appraisal, and approval of project investment preparation task estimates; Estimated planning tasks using state budget capital in Hai Phong city, specifically as follows:
1. Drafting agency: Department of Finance.
2. Coordinating agency for drafting: Departments, branches, local People's Committees and relevant agencies and units.
3. Appraisal agency: Department of Justice.
4. Time to submit for approval: December 2025.
5. Implementation budget:
a) Funds for drafting and submitting legal documents for promulgation comply with the norms prescribed in Resolution No. 197/2025/QH15 of the National Assembly on a number of special mechanisms and policies that create breakthroughs in the development and organization of law enforcement and related legal documents.
b) The Department of Finance is responsible for managing and using funds according to regulations.
Article 2. Implementation organization.
1. The Department of Finance drafts, organizes consultation, sends appraisal dossiers, and submits documents for promulgation according to the provisions of the Law on Promulgation of Legal Documents 2025, the Law amending and supplementing a number of articles of the Law on Promulgation of Legal Documents 2025.
2. The Department of Justice guides the Department of Finance in drafting, sending appraisal dossiers and submitting legal documents for promulgation according to regulations.
3. The City People's Committee Office monitors and urges implementation according to the approved schedule.
Article 3. Chief of Office of the City People's Committee; Directors of the Departments of Finance and Justice; Chairman of the local People's Committee at the commune level; Heads of relevant agencies and units in the city base their decisions on implementation.
This Decision takes effect from the date of signing./.
