On the announcement of the list of amended, supplemented, and abolished administrative procedures within the scope of management functions of the Department of Finance

Article 1. Announce together with this Decision the list of newly promulgated, amended, supplemented, and abolished administrative procedures in the field of investment under the public-private partnership method; bidding for investor selection; The fields of establishment and operation of cooperative groups, cooperatives and cooperative unions fall within the scope of management functions of the Department of Finance, specifically as follows:
1. List of newly issued, amended and supplemented administrative procedures: 04 administrative procedures. The content of administrative procedures is announced in Decision No. 3457/QD-BTC dated October 10, 2025 on the announcement of newly issued administrative procedures in the field of establishment and operation of cooperative groups, cooperatives and unions of cooperatives and Decision No. 3453/QD-BTC dated October 10, 2025 on the announcement of amended and supplemented administrative procedures in the field of investment by mode. public-private partnership; Bidding for investor selection falls within the scope of management functions of the Ministry of Finance. (For details, see Appendix I attached).
2. List of abolished administrative procedures: 02 administrative procedures have been announced in Decision No. 1459/QD-UBND dated May 10, 2025 of the Chairman of the City People's Committee on announcing the list of administrative procedures to amend, supplement and abolish the investment field according to the public-private partnership method; Bidding to select investors in Hai Phong city. (For details, Appendix II is attached).
Article 2. Responsibility for implementation
1. The Department of Finance and the Economic Zone Management Board are responsible for implementing and guiding the handling of administrative procedures to ensure compliance with regulations; Provide administrative procedure content to the City Public Administration Service Center, Public Administration Service Center of communes and wards in special zones for public posting, instructions for receiving and returning results of administrative procedure resolution; Develop and submit to the Chairman of the City People's Committee for approval the internal process for handling administrative procedures within the scope and management functions in Article 1 of this Decision within 02 working days from the date of receipt of the Decision.
2. The City People's Committee Office is responsible for publicly posting administrative procedures on the National Administrative Procedures Database to ensure timeliness, completeness, accuracy, and compliance with regulations.
Article 3. Chief of Office of the City People's Committee, Directors of Departments: Finance, Science and Technology; Head of Economic Zone Management Board; Chairman of the People's Committees of communes, wards and special zones; The Director of the City Public Administration Service Center and relevant organizations and individuals are responsible for implementing this Decision./.
