Organize a comprehensive test operation of the 2-level government model in 114 new communes, wards and special zones on June 20, 2025

 The Steering Committee for the development of a project to reorganize and reorganize provincial and commune-level administrative units in Hai Phong city (referred to as the Steering Committee of the City Party Committee) has just issued a plan for pilot operation of the Party, government, and Vietnam Fatherland Front agencies at the commune level according to the 02-level local government model.

The objective of the Plan is to ensure unified direction of the Politburo, the Secretariat and the Government on the principles of decentralization, decentralization and delimitation of authority in the organization and operation of two-level local governments, ensuring the implementation of the motto "local do, local decide, local is responsible".

The plan also sets out the requirement for timely implementation of legal documents related to two-level local government organization; At the same time, foster knowledge and professional skills for officials and civil servants, especially commune-level officials after arrangement - on operating mechanisms, receiving authority, delineating functions and tasks, as well as the process of decentralization and decentralization of power from the city to the commune level.

The Steering Committee requests specialized agencies to advise and assist the City Party Committee and the City Departments, committees and branches to promptly guide and remove problems arising from practice, ensuring that the two-level government model operates continuously, smoothly, effectively and efficiently.

According to the plan of the City Party Steering Committee, the 02-level local government model in Hai Phong city (new) will be organized for trial operation in 02 phases: Phase 1: Conduct the first trial in 114 new communes, wards and special zones on June 20, 2025, then hold a meeting to learn from experience; Phase 2: Conduct the second test at the above units on June 25, 2025. From June 26 to June 30, 2025, organize preliminary reviews, assessments, and draw comprehensive experience to perfect the model; The official operation will be implemented simultaneously from July 1, 2025.

The specific content of the test operation is as follows: Phase 1, June 20, 2025: Organize online connection of 116 bridge points, including 01 central bridge point in Hai Phong city, 01 main bridge point in Hai Duong province and 114 bridge points in new communes, wards and special zones. Prepare technical conditions; Preliminary instructions for operating software and information systems to ensure smooth operation of the conference to test the operation of Party agencies, authorities, and the Commune-level Fatherland Front. Synthesize and report to the Steering Committee of the City Party Committee and the City People's Committee on the current status of information systems, infrastructure, and human resources; At the same time, propose solutions to perfect the model after testing.

Phase 2, June 25, 2025: Organize comprehensive testing and operation of Party, government, and Vietnam Fatherland Front agencies at commune level, including the following contents: Organizing the apparatus of Commune and Ward People's Committees at the first meeting of the Commune-level People's Council (Hai Duong Provincial People's Committee directs the preparation of implementation content); Operate the city's online conference system through training and guidance for staff; Operate the Document Management System, ensuring consistency throughout the political system (The Party system is chaired by the City Party Committee Office; The government system is chaired by the City People's Committee Office); Operate the unified reporting information system throughout the entire political system; Operate the information system for handling city administrative procedures; Operate the Administrative Service Centercommune-level public works; Receiving and processing feedback and recommendations from organizations, individuals and businesses via the 1022 switchboard system.

The Steering Committee of the City Party Committee assigned the City People's Committee Office to preside over and coordinate with VNPT Hai Phong and relevant agencies and units to advise on implementation. These testing contents are intended to fully prepare the conditions for the simultaneous implementation of the two-level local government model from July 1, 2025, ensuring effective, smooth, and uninterrupted operations./.
