According to the report on the results of progress in implementing the project to arrange administrative units at the provincial and commune levels of the city; Arrangement and operation of new commune-level agencies and units. On June 12, the National Assembly passed and issued Resolution No. 202/2025/QH15 on the arrangement of provincial-level administrative units, including the merger of Hai Duong province and Hai Phong city. On June 16, the National Assembly Standing Committee issued Resolution No. 1669/NQ-UBTVQH15 resolving the arrangement of commune-level administrative units of Hai Phong city; After arrangement, Hai Phong city has 114 commune-level administrative units, including 67 communes, 45 wards and 2 special zones. To proactively implement the Resolutions of the National Assembly, the National Assembly Standing Committee and the City People's Committee have issued Plan 145 to implement the Resolution.1669 of the Standing Committee of the National Assembly, and at the same time, the Party Committee of the City People's Committee submitted a report on the promulgation of the Plan of the Standing Committee of the City Party Committee on implementing the Resolution of the National Assembly on unifying Hai Duong province and Hai Phong city.
Regarding the pilot operation of the 2-level local government model in the city, Steering Committee 1806 issued Plan 01 to pilot the activities of commune-level Party, State, and Vietnam Fatherland Front agencies when implementing the 2-level local government model in the new Hai Phong city. Accordingly, phase 1 will organize the first trial in 114 communes, wards and new special zones and organize lessons learned from trial operation on June 20; Phase 2 will hold a second test on June 25, organize preliminary reviews, learn from experiences, and ensure simultaneous deployment from July 1, 2025.
At the meeting, members of the 1806 Steering Committee and leaders of departments and branches analyzed and clarified the results, as well as the issues raised in building and implementing projects to arrange and consolidate the organization of the party, government, Fatherland Front and socio-political organizations; staff work; resolve policies and regimes for cadres, civil servants and public employees; Arranging headquarters, traffic connection solutions and housing development plans when arranging provincial administrative units and a number of other tasks.
After listening to the reports and opinions of the members of the 1806 Steering Committee, and concluding the meeting, City Party Secretary Le Tien Chau basically agreed on the results of implementing the tasks, the progress of implementing the unified task between the two localities and the operational arrangement of new agencies and communes. From now until the new apparatus after merging Hai Duong province and Hai Phong city and implementing the two-level government model comes into operation, there is not much time left and the workload is huge. Therefore, according to the assigned functions and tasks, the Secretary of the City Party Committee requested members of the 1806 Steering Committee to proactively strengthen direction, inspection and supervision at units and localities.

With the Vietnam Fatherland Front Party Cell, the city continues to urge and organize the Vietnam Fatherland Front apparatus, socio-political organizations, associations, and mass organizations assigned tasks by the Party and State; coordinate with the City Party Committee's Organizing Committee to advise and promulgate regulations on functions, tasks, and organization of the Vietnam Fatherland Front apparatus at city and commune levels.
