On the morning of June 16, the Standing Committee of the City Party Committee convened to hear reports and provide opinions on several matters. Comrade Le Ngoc Chau, Member of the Party Central Committee, Secretary of the City Party Committee, and Head of the Hai Phong City Delegation of National Assembly Deputies, chaired the meeting.
Also attending were comrades: Do Manh Hien, Standing Deputy Secretary of the City Party Committee; Do Thanh Trung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Le Van Hieu, Deputy Secretary of the City Party Committee, Chairman of the City People's Council; Pham Van Lap, Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of the city; members of the Standing Board of the City Party Committee; and leaders of relevant departments, agencies, and units.
At the meeting, the Standing Committee of the City Party Committee heard reports and provided opinions on the policy of approving the planning of leadership and management cadres under the management of the Standing Board of the City Party Committee for the terms 2025 – 2030, 2026 – 2031, and 2030 – 2035, 2031 – 2036 of departments, agencies, affiliated units, and the Party Committee of City Party Agencies; the plan for arranging public non-business units according to Resolution No. 105/NQ-CP of the Government and Action Program No. 07-CTr/TU of the City Party Committee Executive Board; the development of a draft Resolution to amend and supplement Resolution No. 226/2025/QH15 of the National Assembly on piloting some specific mechanisms for the development of Hai Phong City; the organization of a Conference to announce the Prime Minister's Decisions on the establishment of a specialized economic zone; the planning of the Southern coastal economic zone and the operation of the Hai Phong city free trade zone; and the plan to organize the groundbreaking ceremony for the investment project to build a service functional area within the expanded Dai An Industrial Park (housing for workers and experts).
Regarding the preparations for the Conference to announce the Prime Minister's Decisions, Comrade Le Ngoc Chau, Secretary of the City Party Committee, requested relevant agencies and units to continue reviewing and finalizing the contents, programs, and organizational conditions for the conference; simultaneously, evaluating the effectiveness of investment promotion in recent times, and researching new policies and guidelines from the Central Government on the development of foreign-invested and private economies to serve investment attraction in the coming period. The Comrade also requested the development of a communication plan before, during, and after the conference; strengthening coordination with press agencies, and promoting information and communication about the Prime Minister's decisions related to the specialized economic zone, the Southern coastal economic zone, and the Hai Phong free trade zone.
Regarding the plan to organize the groundbreaking ceremony for the investment project to build a service functional area within the expanded Dai An Industrial Park, the Standing Committee of the City Party Committee approved the policy and requested relevant agencies and units to fully review the conditions for project implementation in accordance with regulations.
The Secretary of the City Party Committee emphasized that the Project contributes to implementing policies and orientations for the development of rental housing, housing for workers and laborers; and simultaneously fulfills the tasks assigned by the Government to localities regarding the development of rental housing. The Comrade requested continued review of the housing needs of workers, laborers, and experts; linking housing development with technical infrastructure, social infrastructure, and essential services, meeting the development requirements of industrial parks and economic zones in the city./.
