After 1/2 day of active, urgent work, with a high sense of responsibility, the 30th Session (Thematic Session) of the XVI City People's Council, term 2021 - 2026, has completed the proposed program.
The meeting passed 21 Resolutions with a high consensus rate, including many very important contents to promptly concretize pilot mechanisms and policies for Hai Phong in Resolution No. 226 of the National Assembly; Complete the system of legal documents after arranging administrative units; Decide on a number of other important mechanisms and policies that contribute to promoting socio-economic development, national defense and security, and ensuring social security in the city.
The adopted resolutions include:
(1) Applying legal documents issued by the People's Council of Hai Phong City (formerly) and the People's Council of Hai Duong province to the area of Hai Phong city after the merger.
(2) Abolish legal documents issued by the People's Council of Hai Phong City (old) and the People's Council of Hai Duong province..
(3) Establishment of Hai Phong City Development Investment Fund on the basis of merging Hai Phong Development Investment Fund and Hai Duong Development Investment Fund.
(4) Adjusting and supplementing the city's medium-term public investment plan for the period 2021 - 2025.
(5) Adjusting and supplementing the City Public Investment Plan in 2025.
(6) Regulations on criteria, conditions, order, and procedures for tax incentives for creative start-up activities, innovation, semiconductor microchips, and artificial intelligence in Hai Phong city.
(7) Regulating methods, conditions, content, levels, sequence, and procedures for non-refundable support from the city budget for organizations and individuals carrying out science and technology activities, innovation, and creative startups in the city.
(8) Regarding the policy of land recovery to exploit minerals as leveling materials to serve the construction of the Gia Binh International Airport Project.
(9) Decision on the policy of converting the forest to another purpose to implement a project to exploit minerals as leveling material at Hang Ho hill, Tran Nhan Tong ward, to serve the construction (leveling) of the Gia Binh International Airport project.
(10) Adjusting the charter capital of Hai Phong City Land Development Fund.
(11) List of projects and organizations that pre-implement the investigation, survey, measurement, counting and verification of origin and assets attached to land according to Resolution No. 226 dated June 27, 2025 of the National Assembly (phase 1).
(12) Approve the Project to establish Hai Phong City Venture Capital Fund and stipulate the mechanism for organizing and operating the Venture Capital Fund, responsibilities for inspection, supervision, and reporting of implementation results.
(13) Regulating the order and procedures for land recovery for the cases specified in Clauses 3, 4, 7, Article 6 of Resolution No. 226/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies to develop Hai Phong city.
(14) Regulations on policies and regimes for people working outside the payroll quota at Associations assigned by the Party and State at the provincial and district levels before July 1, 2025 are affected by the implementation of organizational arrangements and administrative units at all levels according to Conclusion No. 183 dated August 1, 2025 of the Politburo and Secretariat.
(15) Regulating the content and spending levels of organizing exams, competitions, and competitions for general education in Hai Phong city.
(16) Regulations on human resource development policies in the field of semiconductor chips and artificial intelligence in Hai Phong city in the period of 2025 - 2030.
(17) Regulating the content, level, time, criteria and subjects eligible for land incentives for science and technology enterprises in the city.
(18) Regulations on content, level of support, duration of support, criteria and subjects supported to directly lease scientific and technological infrastructure assets without going through auction for operations.
(19) Specify specific criteria to identify small plots of land managed and used by organizations, households, and individuals, located in residential areas that the State is allowed to recover in order to create a land fund for auction of use rights for urban development, commercial - service purposes according to regulations on land recovery for socio-economic development for national and public benefits in Hai Phong city.
(20) Additional election for the position of Vice Chairman of the City People's Council, term 2021 - 2026 for comrade Dao Trong Duc.
(21) Additional election for the position of Vice Chairman of the City People's Committee, term 2021 - 2026 for comrade Le Trung Kien and comrade Vu Tien Phung.
In order for the City People's Council's resolutions to soon come to life and promote effectiveness and efficiency, right after this session, in his closing speech, City People's Council Chairman Le Van Hieu requested the City People's Committee to direct all levels and branches, especially the leaders, to urgently implement the Resolutions just passed by the City People's Council. It is necessary to promote the spirit of responsibility, initiative, creativity, and determination in action; closely follow task groups and solutions for socio-economic development in the last 6 months of the year to review, forecast and evaluate the ability to complete the goals of each field.
On that basis, proactively propose appropriate measures, ensuring clear people, clear tasks, clear progress, clear effectiveness; Strengthen inspection and supervision and promptly remove difficulties and problems. In particular, it is necessary to focus on implementing resolutions concretizing Resolution No. 226 of the National Assembly - specific mechanisms and policies that have important meaning and direct impact on the city's development, and are of interest to voters and people. At the same time, continue to review and evaluate the mechanisms and policies of the two localities before the merger to consider and propose the development of new policies in accordance with reality and the ability to balance the budget. This is to ensure unity and synchronization, contributing to improving people's lives, especially in the field of social security and for policy families and vulnerable people.
Chairman of the City People's Council requested the Standing Committee of the City People's Council, Committees, Delegate Groups and delegates of the City People's Council to continue promoting their roles and responsibilities in performing the function of supervising the observance of the law and implementing Resolutions approved by the People's Council; continue to innovate, improve quality and operational efficiency; Flexible, accompanying the City People's Committee in deciding on important and urgent issues of socio-economic development. Each delegate needs to uphold a sense of responsibility to voters, maintain close connections with the People, and promptly grasp, reflect and propose pressing and legitimate issues.
