Regarding site clearance work of a number of industrial parks and industrial complexes in the city: Assign the Department of Industry and Trade to preside with relevant agencies, units and localities in monitoring, inspecting and reviewing site clearance progress; Strengthen inspection and urge industrial cluster infrastructure investors to speed up construction investment progress; Proposing to handle behind-schedule industrial cluster projects according to the direction of the City People's Committee in Notice No. 88/TB-VP dated March 16, 2026. Based on the nature, characteristics, and actual situation of industrial clusters, the chairperson and relevant agencies and localities request investors to sign a commitment to implement the project to ensure the approved progress.
Assign the Economic Zone Management Board to proactively monitor and urge site clearance work of construction investment projects in the economic zone; Inspect and urge investors to build on schedule; Propose and report on projects that are behind schedule according to the direction of the City People's Committee in Notice No. 88/TB-VP dated March 16, 2026. Based on the nature, characteristics, and actual situation of industrial parks, the chairperson and relevant agencies and localities request investors to sign a commitment to implement the project to ensure the approved progress.
Assign the Department of Agriculture and Environment to be the focal agency to monitor and urge the land clearance progress of projects; promptly resolve difficulties and obstacles in site clearance work in localities; Propose and report to the City People's Committee to inspect and review projects that are behind schedule. Assign the Department of Construction to urgently coordinate and guide local People's Committees in the process of formulating, appraising and approving detailed planning at a scale of 1/500 for projects to ensure implementation progress. The Department of Science and Technology urgently implements the integration of land clearance data into IOC and uploads data to the IOC App for use on mobile devices, completed before April 15, 2026.
The People's Committees of communes and wards focus on site clearance and hand over to the investor to implement the project; consider this an important task in attracting investment and developing local socio-economic development. Promptly propose and report to the City People's Committee any difficulties and problems.
Enterprises that are investors in implementing industrial parks and industrial complexes proactively coordinate with localities to clear land and implement projects; Arrange resources and focus on investing in infrastructure construction immediately after having the premises. Urgently complete the dossier and submit it to the Economic Zone Management Board and the Department of Agriculture and Environment for appraisal of the environmental impact assessment report according to authority and regulations.
Assign the Department of Agriculture and Environment and the Economic Zone Management Board, based on their functions and tasks, to urge project owners to complete documents; Urgently organize appraisal and approval of appraisal results of environmental impact assessment reports for projects according to regulations.
Regarding problems related to the land origin of households when clearing land for the Project to upgrade and expand provincial road 391 through Dai Son commune, Vice Chairman of the City People's Committee Le Trung Kien assigned the People's Committee of Dai Son commune to urgently review and synthesize documents on land origin and land use process of households to send to the Department of Agriculture and Environment to check and guide the determination of land origin, prepare, appraise and approve compensation plans. Support for households to ensure compliance with the law. Assign the Department of Agriculture and Environment to inspect and guide the People's Committee of Dai Son commune to comply with regulations; In case of problems beyond authority, propose and report to the City People's Committee./.
