On the morning of April 16, at the City People's Committee Headquarters, Vice Chairman of the City People's Committee Hoang Minh Cuong chaired a reception and working session with Mr. Kapyrin Igor Nikolaevich, Director of the Department of Relations with Federal Subjects, with the National Assembly and social links and the Delegation of the Ministry of Foreign Affairs of the Russian Federation visiting and working in Hai Phong.

Attending the meeting were representatives of the Department of Foreign Affairs and Cultural Diplomacy (Ministry of Foreign Affairs); Embassy of the Russian Federation in Vietnam; leaders of relevant departments, branches and units and representatives of the Vietnam - Russian Federation Friendship Association in Hai Phong.
Vice Chairman of the City People's Committee Hoang Minh Cuong expressed his pleasure to receive and work with the delegation of the Ministry of Foreign Affairs of the Russian Federation visiting the city. This is even more meaningful when Vietnam and the Russian Federation are actively implementing activities to concretize the Comprehensive Strategic Partnership. Expanding cooperation between localities is one of the priorities, creating a solid foundation for the sustainable development of bilateral relations.

Informing the working group about the local development situation, comrade Hoang Minh Cuong said that from July 1, 2025, the new Hai Phong city will be established on the basis of merging Hai Phong city and the old Hai Duong province. Hai Phong is currently an important economic and political center, a major seaport city and the growth pole of the Northern key economic region.
The city's economic scale currently ranks third in the country. Hai Phong is the only locality in the country to maintain double-digit growth for 11 consecutive years; In 2025 alone, GRDP will increase by nearly 12%, ranking second nationwide. The city also leads the country in attracting foreign investment with more than 1,800 valid FDI projects, total registered capital reaching more than 51 billion USD.
Vice Chairman of the City People's Committee affirmed that Hai Phong possesses outstanding advantages in synchronous transport infrastructure with all 5 types of transport; High-quality human resources from a system of prestigious universities and colleges meet the requirements of businesses; along with a system of large-scale economic zones and industrial parks of up to nearly 60,000 hectares. In particular, the city is actively implementing Resolution 226 of the National Assembly on specific mechanisms and policies, with a focus on building a Free Trade Zone - a breakthrough economic model with outstanding preferential policies to attract investment.

Reviewing the cooperative relationships between Russian localities and the city, Vice Chairman of the City People's Committee said that currently in the city there are 4 investment projects from the Russian Federation with a total capital of 5.4 million USD, focusing mainly on the fields of production, wood processing and trade. Bilateral import-export turnover between Hai Phong and the Russian Federation in 2025 will reach nearly 30 million USD, with traditional items such as textiles, agricultural products, machinery and equipment.
Vice Chairman of the City People's Committee assessed that although the cooperative relationship between Hai Phong and the Russian Federation has had certain results, in general it is still not commensurate with the potential of the two sides. The city hopes that in the coming time, the two sides will continue to strengthen exchanges, promote business connections, expand cooperation, as well as continue to effectively implement the cooperation contents signed with partners of the Russian Federation, contributing to deepening the comprehensive strategic partnership between Vietnam and the Russian Federation.

On behalf of the Working Group, Mr. Kapyrin Igor Nikolaevich respectfully thanked the respectful and warm welcome of Hai Phong city leaders. The head of the Russian Ministry of Foreign Affairs delegation highly appreciated the outstanding achievements in socio-economic development of Hai Phong in recent times, and affirmed that Hai Phong is an attractive destination for Russian businesses and localities. Emphasizing the purpose of the delegation's visit to Hai Phong to promote and further enhance cooperation between localities of the Russian Federation and Hai Phong in various fields. Thereby, contributing to gradually realizing the orientation of the two countries' senior leaders during the visit to the Russian Federation by the Vietnamese senior leadership delegation in May 2025. At the meeting, the two sides discussed extensively about the current situation of cooperation and proposed solutions to promote the relationship between Hai Phong and Russian localities to become more substantive and effective.
