On the morning of June 23, Vice Chairman of the City People's Committee Le Trung Kien chaired a hybrid conference (in-person and online) to hear reports and review the adjusted plan for public investment disbursement scenarios and the progress of site clearance for projects in the city in 2026. The conference focused on discussing synchronous solutions to remove all bottlenecks and unleash resources to accelerate project progress.
Proactively develop an offensive plan, mobilize resources to reach Q3 disbursement target
To urgently accelerate implementation progress, ensure smooth capital flow, and proactively resolve difficulties for localities in settlement work, the Department of Finance has compiled and revised the adjusted plan for the city's public investment disbursement scenario for 2026. The plan clearly defines the allocated capital scale after excluding 5% of expenditure savings, which is 36,956 billion VND. The city sets a high determination target, with cumulative disbursement reaching 24,207 billion VND (equivalent to 65.6% of the plan) by September 30, 2026, and striving to achieve 100% completion by December 31, 2026.
To effectively implement this breakthrough scenario, the Department of Finance proposed that departments, agencies, and localities adhere to the directives of the Party, National Assembly, and Government. Concurrently, units are to coordinate closely with the Department of Science and Technology and Hai Phong Telecom to put the interlinked database system into operation. This platform will update detailed progress of site clearance (GPMB) and disbursement values for each commune, ward, and special zone onto a shared application, effectively serving the direct management of the Standing Committee members in charge of the respective areas.
Innovate management thinking, ensure benefits for direct laborers
Delivering a directive speech at the Conference, Vice Chairman of the City People's Committee Le Trung Kien acknowledged the efforts and positive changes made by localities recently. To further enhance the quality and efficiency of construction at projects using budget capital, the Vice Chairman of the City People's Committee emphasized the need for strong reform in management thinking from contractors.
In the context of intense competition in the labor market from modern industrial zones, the construction industry needs to proactively enhance its attractiveness through practical welfare policies. He requested that investors and contractors include clear provisions in economic contracts regarding plans for caring for workers' lives, arranging safe and clean resting camps, ensuring meal quality, and applying appropriate salary and bonus schemes for direct laborers at the construction site. Protecting and caring for human resources is a fundamental solution to ensure stable and sustainable construction progress.
Resolutely implement key tasks
Assigning key tasks for the upcoming period, Vice Chairman of the City People's Committee Le Trung Kien requested the Department of Finance to promptly issue a detailed scenario summary, clearly categorizing investment items by area, and send it to the Standing Committee members of the City Party Committee to strengthen guidance and urge localities. Identifying site clearance (GPMB) as a key political task to create a premise for breakthrough projects, the Vice Chairman directed localities through which the Lao Cai – Hanoi – Hai Phong Railway Line passes to focus on completing the handover of boundary markers within June 2026.
He assigned the Department of Agriculture and Environment and the Department of Construction to focus on accelerating the completion of infrastructure for resettlement areas, and effectively carry out land origin determination to definitively resolve bottlenecks along the East-West route and the Ninh Binh – Hai Phong inter-provincial coastal route.
He assigned the Department of Home Affairs to coordinate in reviewing and assigning competent cadres to advise project management boards at all levels, promptly manage and support investors and contractors to accelerate implementation progress. The city is determined to achieve a disbursement rate exceeding 65% in Q3 2026, creating a strong leverage to promote the overall economic growth target of the entire city./.
