On the afternoon of July 10, at the City's Political - Administrative Center Square, the City People's Committee held a handover ceremony of 99 cars to serve general work for communes, wards, and special zones in the area.

The handover ceremony aims to gradually ensure the means to serve the work of the grassroots government and agencies and units after implementing the organizational arrangement of local government at 02 levels, meeting the requirements of direction, administration and implementation of tasks according to regulations.

Attending the handover ceremony were comrades: Le Ngoc Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the City's National Assembly Delegation; Do Thanh Trung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee.
In attendance were members of the Standing Committee of the City Party Committee; Vice Chairman of the People's Council and City People's Committee; Leaders of departments, branches, branches, units and representatives of communes, wards and special zones receive cars to serve common work.
The equipment of cars is carried out according to the standards and norms specified in Decree No. 72/2023/ND-CP dated September 26, 2023 of the Government, amended and supplemented in Decree No. 153/2025/ND-CP dated June 15, 2025.
This is also the step to implement Resolution No. 08-NQ/TU dated January 29, 2026 of the City Party Executive Committee term I on green transformation of Hai Phong city for the period 2026-2030, vision to 2050, with the goal of 100% of new or replacement public vehicles (except special-use vehicles) using electricity, green energy or environmentally friendly vehicles.

Through the gradual conversion of vehicles in Party agencies, authorities, Vietnam Fatherland Front and socio-political organizations to use electric vehicles and green energy, the city aims to save energy, reduce greenhouse gas emissions, protect the environment, and at the same time promote the pioneering role of the public sector, creating a spillover effect, encouraging people and businesses to use green vehicles, contributing to building Hai Phong into a green, civilized, modern and sustainable city. solid.

At the handover ceremony, Director of the Department of Finance Nguyen Ngoc Tu said that after arranging administrative units, the city has 114 communes, wards and special zones. According to standards and norms, the total number of cars for general work arranged is a maximum of 532 vehicles. However, after liquidating damaged vehicles, the entire city only had 296 vehicles left, a shortage of 236 vehicles, of which communes, wards, and special zones lacked 124 vehicles.
Based on actual needs, the Department of Finance has advised the City People's Committee to invest in 25 cars in 2025 and continue to invest in 99 cars for 98 communes, wards and special zones in 2026. Procurement is carried out in a centralized form, ensuring compliance with regulations, publicity, transparency and savings.
As a result, Au Lac - Thang Long Joint Venture won the bid to supply 99 VinFast VF8 electric cars with a total value of nearly 84 billion VND, saving nearly 5 billion VND (equivalent to nearly 5.5%) compared to the bid price. To date, all 99 vehicles have completed the prescribed procedures and are eligible to be handed over to localities for management and use.

Speaking at the handover ceremony, Comrade Le Ngoc Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the City's National Assembly Delegation emphasized that Resolution No. 08-NQ/TU dated January 29, 2026 of the City Party Executive Committee identified green transformation as a strategic orientation and new growth driver to build Hai Phong for rapid and sustainable development. In particular, transportation is one of three priority areas to create breakthroughs, with the goal that by 2030, 100% of buses and 100% of newly invested or replaced public vehicles (except specialized vehicles) use electricity or green energy.
According to the City Party Secretary, investing in and equipping 99 electric cars for communes, wards and special zones not only meets the requirements of enhancing working conditions of grassroots authorities but is also a concrete step to realize Resolution No. 08 on green transformation. The public sector's pioneering use of green transportation shows its determination to innovate governance methods, effectively use energy, reduce emissions, protect the environment and create spillovers, encouraging businesses and people to participate in building a green lifestyle, towards sustainable development.

He requested party committees, authorities, departments, branches and localities to focus on well implementing 5 key tasks, which are: continuing to thoroughly grasp and effectively implement Resolution No. 08 associated with the responsibilities of the leader; manage and use equipment equipped for the right purpose, safely, economically, effectively serving the work, close to the people, close to the people; Urgently plan and synchronously develop infrastructure to serve electric vehicles, especially charging station systems and mechanisms to attract investment businesses; Promote propaganda and mobilization of officials, party members, businesses and people to use green vehicles; At the same time, strengthen inspection and supervision of the implementation of the Resolution and management and use of public assets, promptly praise effective models, and strictly handle violations./.
