Establish a Standing Department to support organizational arrangements and administrative units at all levels

The Hai Phong City Party Committee has just issued Decision 1869 - QD/TU to establish a Standing Department to receive, guide and answer the contents, suggestions and recommendations of agencies, units and localities in arranging and organizing the administrative apparatus and units at all levels, building a model of 02-level local government organization (hereinafter referred to as the Standing Department), led by comrade Nguyen Van Tuan, City Party Committee member, Chief of the City Office. The committee is the Team Leader.

The deputy team includes comrades: Nguyen Hong Vinh, Deputy Head of the City Party Committee's Organizing Committee and Hoang Van Duc, Deputy Director of the Department of Home Affairs; with 06 members.

The Standing Department is responsible for advising the Standing Committee of the City Party Committee to lead, direct, and promptly resolve difficulties and problems that arise during the process of organizational arrangement, ensuring that the local government organization at 02 levels operates smoothly on schedule and with quality.

Receive, guide and answer the contents, proposals and recommendations of agencies, units and localities reflected in the implementation of arrangement and reorganization of district and commune-level administrative units and building a 02-level local government organization model. Timely grasp and proactively resolve contents according to authority; Summarize and report to competent authorities for consideration, resolution or adjustment accordingly, not to affect the overall progress. At the same time, agencies, units and localities are requested to promptly guide and answer the contents, suggestions and recommendations of agencies, units and localities to reflect according to their assigned functions, tasks and authority.

The City Party Committee Office is the Standing Agency of the Standing Department; Members of the Standing Department work on a part-time basis, performing tasks as assigned by the Team Leader.

The Permanent Department operates until the end of October 2025; self-dissolve after completing the task./.
