On the morning of April 28, Vice Chairman of the City People's Committee Le Trung Kien chaired a working session with departments, branches and localities on resolving and removing difficulties and obstacles for long-standing backlogged projects in the city.

According to the report of the Department of Finance, implementing Plan No. 51/KH-UBND dated February 13, 2026 of the City People's Committee on reviewing and handling backlogged projects and works, stopping construction, and slow progress, the whole city has 151 projects that need to be focused on dismantling. To date, 15 projects have been resolved (of which 12 projects are under the authority of the City People's Committee, 3 projects are under the authority of the commune level); 109 projects have been dealt with and 27 projects are continuing to be resolved.
After listening to the report of the Department of Finance and opinions of units, Vice Chairman of the City People's Committee Le Trung Kien acknowledged and appreciated the proactive spirit of departments, branches and localities in reviewing, classifying and proposing directions to handle backlogged projects. At the same time, units are required to continue to drastically and synchronously deploy solutions, speed up the processing progress, avoid prolonging the waste of resources and affecting the investment environment.

The Vice Chairman of the City People's Committee requested Departments, branches and localities to seriously implement Plan No. 51 of the City People's Committee on reviewing and handling backlogged projects. Proactively urge, supervise, and inspect projects and works that have solutions that have been agreed upon by the City People's Committee to complete and put the projects and works into operation to meet exploitation requirements and promote effective use. Continue to advise on effective solutions and solutions for the remaining projects and works according to Plan No. 51 of the City People's Committee. Update the situation and results of the solution, clarifying that the project has basically resolved the problems; The project has a clear and specific solution; The project is continuing to be resolved.

Based on specific problems, functions and tasks of agencies and current legal regulations, implement, advise on solutions, and propose plans to completely resolve existing problems, difficulties and problems related to projects and works. In particular, the Department of Finance was assigned to preside and coordinate with localities to review backlogged projects and be responsible for the reviewed data; Update and summarize difficulties and problems, propose solutions to promptly advise the City People's Committee; Accelerate the progress of consulting and handling problems for projects under its authority.
The Department of Agriculture and Environment presides and coordinates to guide localities to overcome difficulties; Guide and urge the Commune People's Committee to complete the work of receiving transfer of agricultural land use rights and compensation and site clearance as a basis for land allocation for project implementation. The Department of Construction reviews and advises on resolving problems related to planning, construction, licensing, and acceptance of infrastructure under its jurisdiction. The Department of Industry and Trade reviews and grasps problems with industrial cluster projects, including site clearance issues. The City Inspectorate presides over and coordinates with relevant units to review and research to develop a list and inspection plan of projects, reporting to the City People's Committee for comments before implementation.

Localities review tasks within their authority; Regarding difficulties and problems, if they fall under their authority, they need to focus and speed up handling; If issues are beyond authority, solutions will be proposed. The Vice Chairman of the City People's Committee emphasized that agencies, units and localities need to identify the handling of backlogged projects as a key task, contributing to unclogging resources, creating space for socio-economic development and contributing to improving the city's investment and business environment./.
